Committee for Labor, Employment and Social Protection: on labor safety issues during spring field work
For the successful resolution of the entire complex of labor protection issues and the prevention of industrial injuries, thematic months, decades, and safety weeks are an important link in the system of preventive measures.
The annual practice of holding months shows that, despite some positive results achieved in the agro-industrial complex as a whole, the resolution of labor protection issues has not become a priority in relation to the results of production activities.
We constantly have to state violations of labor protection rules and norms, labor and production discipline at all stages of agricultural production, including during the preparation and execution of spring field work.
Since April 28, more than 80 specialists from executive committees and representatives of supervisory and control bodies, as part of mobile groups, have been visiting organizations and facilities of the agro-industrial complex involved in the sowing campaign.
81 organizations and 179 facilities of the agro-industrial complex, and 433 workplaces have been inspected, revealing 947 instances of violation of the requirements of current legislation in the field of safe labor.
The majority of shortcomings identified in agricultural organizations are the result of violations of labor safety requirements set forth in regulatory and technical legal acts in force in the industry.
Violations are established regarding the organization of provision and the procedure for the use of personal protective equipment.
Individual violations related to the condition of the organization's territory, storage of material assets, and the use of makeshift supports (wooden blocks, building blocks, bricks) during equipment repair and storage are identified.
There are instances of violation of the deadlines and procedures for conducting briefings and checking knowledge on labor protection, and the organization of medical examinations and health screenings.
It should be noted that during the period of preparation and repair of agricultural machinery, no cases of worker injury occurred.
The recommendations for eliminating the identified violations indicate that 110 workers who did not undergo training, instruction, knowledge testing, and who were not using or were not provided with PPE (quilted jackets, etc.) were removed from work, 76 units of equipment not meeting safety requirements were suspended, and 4 types of work were prohibited.
For prompt response measures, 29 pieces of information were sent to district executive committees, and 10 were sent to prosecutor's offices.
