Committee for Labor, Employment and Social Protection: on changes in the early use of family capital

For 10 months of the current year, labor, employment and social protection authorities of district executive committees of the Vitebsk region have appointed family capital to 1.3 thousand large families. 1.6 thousand decisions have been made on the early disposal of capital funds (1.3 thousand for 9 months), of which 960 are for the construction (reconstruction) of housing, 326 for the purchase of housing, 107 for loan repayment, 122 for education, and 91 for medical services.

By the way, from January 1, 2022, Decree of the President of the Republic of Belarus No. 389 of October 12, 2021 "On the Use of Family Capital" will come into force, which expands the directions for the early use of family capital funds for improving housing conditions, obtaining education, and paid medical services.

The Decree introduces a new direction for the early use of family capital funds – for the purchase for family members who are disabled, children with disabilities with visual impairments, and musculoskeletal disorders of goods intended for social rehabilitation and integration into society (Braille displays and printers, lifting devices for people, functional beds).

The innovation concerns the procedure for appointing family capital upon adoption of children. From January 1, 2022, the right to appointment is not granted upon adoption of the third or subsequent children of a spouse (spouses), but only for orphans.
