Committee for Labor, Employment and Social Protection: on training of the unemployed

For the purpose of effective employment of the population and balancing supply and demand in the regional labor market in January – November 2021, 447 people were sent for training, including 421 unemployed. Personnel training was carried out in professions in demand in the labor market, such as boiler operator, loader operator, salesperson, cook, plumber, electrical fitter, and others.

Training under the "Fundamentals of Business Planning" training course is in demand among the unemployed, with 74 people sent for it, as well as the "Training of Workers in Rules and Techniques for Safe Operation of Lawn Mowers and Brush Cutters" training course, with 52 people sent.

291 people were sent for training at the employer's request, including 235 under tripartite agreements, and 56 received subsidies to organize self-employment after completing the "Fundamentals of Business Planning" training course. The proportion of those sent for training at the employer's request was 69.1 percent.

Training was organized for 3 people from among citizens caring for a child under 3 years of age (in Vitebsk, 2 people in the "cook" profession, including 1 at the employer's request; in Vitebsk district – 1 person in the "salesperson" profession).

In Vitebsk, 119 people were sent for training, including 117 unemployed. 76.9 percent of the citizens sent for training were trained with a guarantee of employment (90 people), including salespersons and cooks at OJSC "VitMiasMolProm", OJSC "Nika", OJSC "Vitmil", and plumbers at SE "ZhRET of Vitebsk".

To increase the competitiveness of citizens in the labor market of the Orsha district, training was organized for 84 citizens in January – November 2021, including 71 unemployed, of which 56 people were at the employer's request. The proportion of those sent for training at the employer's request was 78.9 percent.

The "Fundamentals of Business Planning" course was the most in-demand among unemployed citizens, with 54 people sent for it. Of these, 39 people received subsidies to organize entrepreneurial activities after completing the training, which amounted to 72.2 percent.

An interesting example is the training of workers for the RUTPP "Orsha Flax Mill". This year, 11 people underwent training for the "spinner" profession directly within the organization. Upon the request of UP "Minsk Branch of Belarusian Railway", the Orsha Locomotive Depot named after K.S. Zaslonov provided training for an unemployed person in the "assistant electric locomotive driver" profession.

In the Polotsk district in 2021, 77 people were sent for training, with 52 people, or 67.5 percent of those sent for training, undergoing training based on employer orders. Personnel training was carried out for professions in demand in the district labor market. For example, 10 boiler operators (stokers) were trained for the State Institution "Boiler and Heat Supply Enterprise of the Communal Unitary Enterprise "Housing and Communal Services of Polotsk" (hereinafter referred to as the employer). 15 people were sent to the training course "Training of workers in the rules and techniques for safe operation of lawn mowers and brush cutters" based on employer orders.

In the Vitebsk district, 22 people were sent for training, including 21 unemployed individuals. Of those sent for training, 71.4 percent were sent based on employer orders (15 people). A notable example is the professional training of a married couple from the urban-type settlement of Surazh. Both spouses sought employment assistance, registered as unemployed, and were sent for training in the "boiler operator" profession based on an order from GLHU "Surazh Forest Enterprise". Upon completion of the full training course, they were employed in accordance with a tripartite agreement.
