Committee for Labor, Employment and Social Protection: on paid public works

Paid public works are publicly available types of labor activities, as a rule, not requiring additional professional training. The main goal of organizing paid public works is to include unemployed individuals and other persons seeking employment in active working life.

Measures for organizing paid public works are financed primarily by the employers in whose interests these works are organized.

Additionally, funds from local executive and administrative bodies and funds from the state extra-budgetary social protection fund of the population of the Republic of Belarus may be used.

Within the framework of the State Program "Labor Market and Employment Promotion" for 2021-2025, approved by the Resolution of the Council of Ministers of the Republic of Belarus of December 30, 2020, No. 777, it is planned to involve 3200 people in paid public works in 2022.

In the Vitebsk region in 2022, the organization of paid public works at the expense of employers will be carried out mainly in agricultural organizations. Upon applications from employers, unemployed citizens and citizens seeking employment assistance will help with spring field work, harvesting, forest planting, and other auxiliary agricultural work.

At the expense of the state extra-budgetary social protection fund of the population of the Republic of Belarus, paid public works are organized in budgetary organizations and facilities financed from the budget. The main organizers of such socially significant work in 2022 are:

  • rural executive committees (work on landscaping territories, mowing weeds, pruning shrubs and trees, creating flower beds and lawns, repairing fences (barriers) at mass graves and obelisks, selectively along the streets of rural settlements;
  • boarding schools and territorial centers for social services to the population (work on current repairs of premises, landscaping and greening
  • organization of housing and communal services (street cleaning, territory cleaning, repair of fences in civil cemeteries and city streets, towns, improvement of territories).
  • In January-March 2022, the number of people involved in paid public works was 531, of whom 388 were unemployed.
