Committee on Labor, Employment and Social Protection: Professional Occupational Safety Literacy is the Path to Safety

The entire set of measures in the field of labor protection, from the adoption of legislation and the development of labor protection management systems to state supervision and public control, is aimed at solving one main task – reducing occupational injuries.

In the structure of the causes of accidents that occurred, the admission of the victim to work without training and knowledge testing on labor protection issues accounted for 4% in 2019, 7.7% in 2020, and 10% in the first quarter of 2021.

The level of employee training on labor protection issues plays a special role in organizing and carrying out work with increased hazards, which require high coordination of actions during their execution.

A labor protection specialist must improve their qualifications at least once every 3 years (previously, it was at least once every 5 years). This requirement is established by the Resolution of the Council of Ministers of the Republic of Belarus dated December 30, 2019, No. 938, which amended the "Regulation on continuous professional education of managers and specialists" approved by the Resolution of the Council of Ministers of the Republic of Belarus dated July 15, 2011, No. 954.

In the first five months of 2021, 454 managers and specialists improved their qualifications in labor protection issues in the field of "Labor Protection and Labor Legislation." Knowledge testing on labor protection issues was carried out by 312 managers and specialists in the regional commission for testing knowledge on labor protection issues, and almost 2,000 employees were tested in the commissions of district executive committees.

To staff organizations with qualified labor protection specialists, retraining of organization specialists with higher education in the second specialty "Labor Protection" has been organized. In 2020, 32 specialists underwent retraining in labor protection, and 56 continue their studies.

The educational institution "Vitebsk State Technological University" continues to form groups for 2021-2023 in the specialty "Labor Protection in Non-Production Sectors."

Continuous and cyclical in nature, occupational safety training and the knowledge gained during it are one of the key aspects of production efficiency and an effective mechanism for exercising the constitutional rights of employees.
