Vitebskoblimushchestvo Committee: the efficiency of working with state property was considered at an on-site meeting of the presidium of the regional Council of Deputies in Beshenkovichi

At the field meeting of the Presidium of the Vitebsk Regional Council of Deputies held in Beshenkovichi on June 18, issues were considered regarding the progress of implementing the instructions of the President of the Republic of Belarus by local authorities on improving the efficiency of state property management, improving the structure and composition of state assets, and involving in economic circulation of inefficiently used state property.

As noted in his speech by the Chairman of the Vitebsk Regional Property Committee, Zaitsev Viktor Vasilyevich, over the past year, unused areas of communal property in the Vitebsk region have increased and, as of January 1, 2021, amounted to 730.5 thousand sq. m, or 7.2 percent of all property.

This growth is largely due to objective factors:

- closure and reorganization of preschool and educational institutions (kindergartens and schools – 2020 – 11 institutions), cultural institutions (clubs and libraries – 2020 – 13 institutions, Q1 2021 – already 4 institutions) in rural settlements of the region;

- acceptance of property from enterprises undergoing liquidation or bankruptcy (over 3 thousand objects under 24 decisions of the Vitebsk Regional Executive Committee).

The work on involving unused objects in economic circulation is under constant control.

For 2020, schedules for involving communal property real estate objects in economic circulation were formed, which included 381 objects.

The main method of involving property in economic circulation remained its sale – 339 objects (89%).

However, unfortunately, about 75 percent of the objects put up for auction remain unclaimed by potential buyers for several reasons. Among them are the current economic market conditions, the price factor, large areas, the specificity and location of objects away from district and city centers. Also, in fact

there is no demand for social and cultural facilities (former schools, community centers, etc.) offered at a price equal to one base unit.

In some districts, the involvement rate for 2020 is less than 20 percent: in Gluboksky (17%), Lioznensky (14%), Tolochinsky (10%), Chashniksky (13%), Shumilinsky (5%). Not a single facility has been involved in economic circulation in the Dubrovensky district.

Information on properties offered for sale, announced auctions, unused property of organizations and enterprises of the region, regulatory framework in the sphere of property relations, etc., has been updated, posted on the Internet on the websites of state administration bodies, and sent to organizations promoting the development of entrepreneurship and business. The committee constantly works with the media.

In 2020, the committee announced (scheduled) a total of 463 auctions. A total of 290 real estate objects were put up for auction.

At 109 successful auctions, 111 real estate objects were sold for more than 2.5 million rubles, of which 66 objects were sold at auctions with an initial sale price equal to the base unit.

In 2021, in accordance with the calendar schedules (as of June 1, 2021), 410 facilities are to be involved. In addition, 116 capital structures are planned for write-off (demolition), and 6 facilities are to be used for their own purposes.

As of June 18, 2021, 74 facilities have been involved in economic circulation, of which 44 facilities have been sold, 6 have been leased, 13 have been transferred free of charge within communal property, as well as into private ownership. 10 buildings and structures have been written off (demolished and dismantled).

Not a single facility has been involved in economic circulation in the Verkhnedvinsky, Vitebsky, and Sharkovshchinsky districts.

The lack of funding sources, qualified specialists, and equipment did not allow for comprehensive work on write-off (demolition and dismantling). In fact, 120 facilities were demolished in 2020, or 94% of the planned number. In 2021, 116 facilities are subject to demolition.

Particular attention was paid to the heads of city and district executive committees on organizing the demolition of objects that pose a threat to the life and health of the population.

The Committee conducts monitoring of management bodies and legal entities on the involvement of unused property in economic circulation, as well as on exercising control over the fulfillment of contractual terms by the new owner (5 monitoring sessions in the current year).

In the current year, based on tenant applications for the sale of leased real estate owned by administrative-territorial units of the Vitebsk region, district executive committees have organized work on 10 objects. The market value amounted to about 770 thousand rubles, the total area of sold state property was 991 sq.m.

Revenues to the budget from the use and sale of property owned by the Vitebsk region and its administrative-territorial units for 2020 amounted to 24 million rubles, including 3.4 million rubles from property sales, 3.9 million rubles from rent, 7.9 million rubles from the transfer of part of the profits of unitary enterprises, and 8.8 million rubles from dividends on shares.

An important issue is the registration of state property. City and district executive committees plan to register about 4 thousand objects in 2021 and more than 8 thousand objects in 2022.

Thus, the registration plan is being fulfilled across cities and districts: Gluboksky (33%), Lepelsky (46%), Orshansky (24%), Polotsky (20%), and Novopolotsk (83%).

In all other districts and the city of Vitebsk, the registration of objects is proceeding at a slow pace, for example: Dubrovensky (1% registered of the planned number), Gorodoksky (2%), Senno (3%).

The main number of unregistered real estate objects includes the housing stock, objects of budget organizations or those subsidized by the budget, as well as agricultural enterprises.

In most cases, the specified legal entitiesindividuals experience an acute shortage of financial resources necessary to meet the priority needs associated with their direct activities, which is the main reason for the failure to carry out state registration of real estate objects.

As noted by the Chairman of the Vitebsk Regional Council of Deputies, Vladimir Vladimirovich Terentyev, systematic work is being carried out in the region to involve unused property in economic circulation, not only in communal ownership but also in enterprises and organizations of private ownership. At the same time, individual district executive committees do not fully utilize the available opportunities.

Vladimir Vladimirovich also emphasized the need to ensure organizational and informational work in 2021 to address issues of sustainable territorial development, landscaping, improving living conditions, as well as involving the deputy corps, rural activists, legal entities, and residents of the respective settlements in the work to ensure increased efficiency of state property use, to involve unused real estate objects in economic circulation, and to register real estate objects as components of maintaining order on the land.
