Coordination yields results
В истекшем году в целях осуществления согласованных действий по обеспечению законности и правопорядка, предупреждению, выявлению и пресечению преступлений, в том числе коррупционной направленности, прокурорами организовано более 80 заседаний координационных совещаний.
В частности, на областном уровне рассматривались вопросы повышения эффективности деятельности правоохранительных органов, иных заинтересованных органов и организаций по предупреждению преступлений в сфере высоких технологий, гибели людей в результате пожаров и от иных внешних факторов, противодействия коррупции, профилактики убийств и умышленных причинений тяжких телесных повреждений.
Также прокурорами городов и районов, Витебским транспортным прокурором основное внимание уделялось выработке на координационных совещаниях мер по противодействию преступности и коррупции, обеспечению общественного порядка, профилактике преступлений и иных правонарушений.
Кроме того, прокурорами проводились межведомственные совещания, на которых зачастую рассматривались вопросы взаимодействия правоохранительных органов, актуальные вопросы, связанные с обеспечением законности и правопорядка.
Также органами прокуратуры совместно с другими государственными и правоохранительными органами на постоянной основе проводились целевые мероприятия по выявлению и пресечению преступлений, устранению причин и условий, способствующих их совершению.
В рамках осуществления координационной деятельности прокурорами использовались иные организационно-правовые мероприятия по надзору и контролю в сфере борьбы с преступностью и коррупцией. Регулярно в органы исполнительной власти направлялись информационные записки о состоянии законности и общественной безопасности в регионах. The prosecutor's powers to coordinate the law enforcement activities of state bodies combating crime and corruption are enshrined in the Law of the Republic of Belarus "On the Prosecutor's Office of the Republic of Belarus".
In the past year, in order to implement coordinated actions to ensure legality and law and order, prevent, detect and suppress crimes, including those of a corruption nature, prosecutors organized more than 80 coordination meetings.
In particular, at the regional level, issues were considered regarding the improvement of the effectiveness of law enforcement bodies, other interested bodies and organizations in preventing crimes in the field of high technologies, deaths as a result of fires and from other external factors, combating corruption, and preventing murders and intentional infliction of grievous bodily harm.
Also, prosecutors of cities and districts, and the Vitebsk transport prosecutor, focused on developing measures at coordination meetings to combat crime and corruption, ensure public order, and prevent crimes and other offenses.
In addition, prosecutors held interdepartmental meetings, which often considered issues of interaction between law enforcement agencies and topical issues related to ensuring legality and law and order.
Also, the prosecutor's office, together with other state and law enforcement agencies, on an ongoing basis carried out targeted measures to detect and suppress crimes, and eliminate the causes and conditions conducive to their commission.
As part of the coordination activities, prosecutors used other organizational and legal measures for supervision and control in the sphere of combating crime and corruption. Information memos on the state of legality and public safety in the regions were regularly sent to executive authorities. At the initiative of prosecutors, issues of strengthening law and order were repeatedly considered at meetings
of the regional executive committee, local government bodies.Thanks to a comprehensive approach to the use of legal means, a stable operational situation has been ensured in the Vitebsk region.
In 2021, the number of registered crimes in the region decreased, including intentional infliction of grievous bodily harm, robberies, fraud, extortion, and property theft. Fewer crimes were committed by persons with a criminal record and those under the influence of alcohol.
In the past year, more than 130 corruption crimes were recorded in the region, for the commission of which more than 100 officials were brought to justice. For the first time in recent years, a positive trend of a decrease in the number of cybercrimes has been observed. This situation was largely facilitated by the adoption of additional measures by prevention entities to prevent high-tech crimes, including measures developed at coordination meetings.
The positive trend in crime and public safety is continuing in the current year.
