Coordination of work on the implementation of Decree of the President of the Republic of Belarus No. 18
In the first half of 2020, the Vitebsk region saw a significant increase in the recovery of funds for child maintenance from parents deprived of their rights, from 61.7% to 67%.
It is noted that these results were achieved thanks to the coordinated work of the Vitebsk Regional Executive Committee, local executive committees, internal affairs bodies, enforcement bodies, employers, institutions, and education management bodies.
For almost 14 years of the Decree of the President of the Republic of Belarus of 24.11.2006 No. 18 "On Additional Measures for State Protection of Children in Unfavorable Families", targeted work has been established and is being carried out in the region to increase the responsibility of negligent parents.
However, issues of executive discipline in the implementation of Presidential Decree No. 18 are currently relevant not for the region as a whole, but specifically in individual regions of the region and their services, as evidenced by prosecutorial inspections.
In a number of regions, the work of internal affairs bodies and coordination councils of executive committees for the implementation of Decree No. 18 was organized formally; measures were not taken in a timely manner to hold obligated persons accountable for evading work, for their referral to treatment and rehabilitation centers, for informing about their absenteeism; educational institutions (creditors) allowed red tape in recovering funds for the maintenance of orphaned children; enforcement bodies formally took measures to recover funds from negligent parents, etc.
Prosecutors have submitted 16 submissions, and the regional prosecutor's office has submitted a corresponding submission to the regional executive committee, which was considered with the adoption of organizational and practical measures to eliminate violations in individual regions of the region, involving the guilty parties in disciplinary and other responsibility.
