Coordination of inspection commissions

Statistical data on the number of people killed in fires, as well as the results of inspections and monitoring, indicate that the issues of improving the effectiveness of prevention entities in preventing human deaths from external causes remain relevant, as in some cases they point to insufficient interaction between entities and a low level of their preparedness to perform their assigned functions.

Since the beginning of the current year, 58 (56) citizens have died in fires in the region, which exceeds last year's figure. The total number of fires also increased from 461 to 510. Moreover, this indicator in most regions of the region exceeded the regional and national average.

In order to provide a principled assessment of the work of prevention entities, the regional prosecutor's office conducted an inspection of the activities of prevention entities in Gluboksky, Miorsky, and Braslavsky districts.

Facts were revealed regarding the disregard of participation of certain entities in the work of commissions, the lack of control over the elimination of violations identified during inspections, and the absence of up-to-date lists of individuals of certain categories at the disposal of the commissions.

It should be noted that the verification measures carried out included not only the study and analysis of documents of the inspection commissions of the mentioned regions, but also the direct participation of the senior assistant prosecutor of the region in conducting inspections of residential premises of certain categories of citizens, and providing methodological assistance in the implementation of information obtained from the inspection results and the elimination of violations.

This format of conducting inspections allowed for the combination of the supervisory function and the coordinating role of the prosecutor's office in carrying out measures to prevent human deaths from external causes, including fires.

The violations identified during the verification measures on the part of prevention entities are systemic in nature and have previously been repeatedly the subject of supervisory acts issued by regional prosecutors. They will be used by the regional prosecutor's office when informing local authorities.
