The results of the work for 2020 were summarized at the regional prosecutor's office board meeting

A meeting of the regional prosecutor's office collegium was held at the regional prosecutor's office, which summarized the results of work for 2020 and defined tasks for improving the effectiveness of activities to strengthen legality and law and order.

In the speeches of the regional prosecutor V.V. Sushchinsky, his deputies I.N. Korzhov, G.A. Korenko, V.I. Guk, it was noted that in the past year, the prosecutor's bodies continued systematic, targeted work to ensure legality and law and order, and to coordinate the activities of law enforcement and other state bodies in the fight against crime and corruption.

Taking into account the emerging new challenges and threats to security, prosecutors promptly took measures to suppress the actions of certain groups of citizens aimed at destabilizing the socio-political situation in the Republic of Belarus.

Prosecutors continued to pay special attention to improving the effectiveness of supervision over the legality of operational and service activities of law enforcement agencies, compliance with legality at the pre-trial proceedings stages, ensuring the quality of state prosecution in court, and protecting the legitimate rights and freedoms of citizens and state interests.

As a result of the work carried out jointly with other law enforcement and state bodies, the proper level of legality and law and order has been maintained in the region.

Thus, the crime rate per 10,000 population remains one of the lowest in the republic – 92.2 (the republican average is 100.9).

There was no increase in serious and particularly serious crimes, murders, crimes committed while intoxicated, in public places, by a group of persons, by persons with a criminal record. The number of hooliganism, robbery, aggravated robbery, theft, as well as crimes committed by minors or with their involvement has decreased.

At the same time, the operational situation in a number of areas of activity remains tense.

The ongoing changes in the operational situation require law enforcement agencies

taking joint, effective measures to detect and suppress high-tech crimes (3021 crimes of this category were committed in 2020, or 28.1% of the total number of crimes), and unlawful actions aimed at destabilizing the socio-political situation (since August 2020, in connection with the protest movement, more than 200 criminal cases have been initiated, 1480 persons have been brought to administrative responsibility under Art. 23.34 of the Code of Administrative Offenses of the Republic of Belarus).

In 12 regions of the oblast, there was an increase in the number of committed crimes, the most significant being in Novopolotsk (+45.9%), Vitebsk (+21.6%), Orsha (+17.3%), Sharkovshchina (+14.9%) districts, and the Oktyabrsky district of Vitebsk (+18.4%).

In 6 districts, the number of crimes under the criminal investigation department increased (Vitebsk, Miory, Postavy, Rossony, Sharkovshchina districts, Novopolotsk).

Important areas in the fight against crime remain the prevention of crimes against the life and health of citizens.

The effectiveness of work to prevent new crimes by persons with criminal records needs to be improved in Tolochin, Gorodok, Verkhnedvinsk, Chashnik, Rossony districts, and Novopolotsk, where an increase in recidivist crime is noted.

Despite an overall decrease in the number of crimes committed by minors (-20.3%), an increase and (or) a high proportion of juvenile crime is observed in Braslav, Glubokoe, Dubroven, Lepel, Miory, Orsha, Senno, Shumilin districts.

It is also necessary to ensure constant and demanding supervision over the enforcement of legislation at the pre-trial proceedings stage and when studying criminal cases submitted for referral to court. Strengthen work on compensation for damage caused by crimes, as well as on solving one of the pressing problems – the timeliness of wage payments.

Based on the results of the discussion, a corresponding decision was made aimed at strengthening legality and law and order in all regions of the oblast, and improving the quality of prosecutorial activities.
