In the Vitebsk region, 375 road traffic accidents were registered in 2017

In the Vitebsk region in 2017, 375 (-11.6%) road traffic accidents were registered, in which 77 (-9.4%) people died and 386 (-15.7%) were injured. Moreover, 44 (-12%) accidents were committed by drivers in a state of alcohol intoxication. In road traffic accidents, 3 children died and 28 were injured.

According to the year-end results, an increase in the number of road traffic accidents was noted in the Sharkovshchyna (+33.3%), Shumilino (16.7%), Polotsk (+14.3%), Vitebsk (+13.6%), Tolochin (9.1%) districts, and the Pervomaisky district of Vitebsk (+26.5%).

An increase in road traffic accidents resulting in fatalities occurred in the Verkhnedvinsk, Gorodok, Dubroven, Polotsk, Tolochin, and Chashniki districts, as well as the Pervomaisky district of Vitebsk.

The highest number of fatalities in road traffic accidents was registered in the Polotsk (9), Tolochin (7), and Gorodok (6) districts.

During the analyzed period, courts of the Vitebsk region convicted 60 individuals for violating traffic rules or vehicle operation rules by a person driving a vehicle, which negligently caused a person's death or grievous bodily harm (Part 2 of Article 317 of the Criminal Code). Of these, 16 were sentenced to actual imprisonment.

For the same acts, which negligently caused the death of two or more persons (Part 3 of Article 317 of the Criminal Code), 2 individuals were convicted by the courts (all to imprisonment). For violating traffic rules or vehicle operation rules by a person driving a vehicle in a state of alcohol intoxication or in a state caused by the use of narcotic drugs, psychotropic substances, their analogues, toxic or other stupefying substances, which negligently caused a person's death or grievous bodily harm (Part 4 of Article 317 of the Criminal Code) - 13 individuals were convicted (all to imprisonment).

By the verdict of the Dokshitsy District Court of June 28, 2017, citizen Sh. was convicted under Part 2 of Article 317 of the Criminal Code to 3 years of imprisonment with serving the sentence in a correctional colony in settlement conditions, with deprivation of the right to engage in activities related to driving vehicles.

The said person was found guilty of the fact that on June 14, 2016, while driving a personal car in one of the settlements of the Dokshitsy district, in violation of the Traffic Rules, having a real opportunity to detect in advance the danger to traffic in front of a standing bus in the form of a minor pedestrian Ch., born in 2013, standing alone on the right shoulder of the road, showing inattention to the developing traffic situation, did not reduce the speed of the vehicle he was driving to a stop to prevent both the collision and the possibility thereof with the latter, but continued to move with increased speed, hit minor Ch. crossing the roadway from right to left, as a result of which the latter died at the scene from the injuries sustained.

By the decision of the Oktyabrsky District Court of Vitebsk dated February 16, 2017, taking into account subsequent amendments made by the appellate ruling of the judicial board for criminal cases of the Vitebsk Regional Court dated April 21, 2017, S. was convicted under Part 2 of Article 317 of the Criminal Code to 2 years of imprisonment with serving the sentence in a correctional colony in settlement conditions, with deprivation of the right to engage in activities related to the operation of all types of vehicles for a period of 5 years.

S. was found guilty of the fact that on October 07, 2016, while driving a personal technically faulty car of the brand "VOLKSWAGEN PASSAT", moving along Frunze Avenue in Vitebsk at a speed exceeding the permissible speed on this section of the road, thereby violating the Traffic Rules, with two lanes of traffic in his direction, S., approaching an unregulated pedestrian crossing at a speed that did not ensure traffic safety, did not take timely measures to reduce speed to a complete stop, drove onto the unregulated pedestrian crossing, where with the front part of the car he was driving, he hit pedestrian I., who was crossing the roadway on the unregulated pedestrian crossing from left to right in his direction of movement. As a result of the road traffic accident, pedestrian I. suffered

тяжкие телесные повреждения, от которых она на месте происшествия умерла.

Приговором суда Сенненского района от 13.12.2017 по ч.3 ст.317 УК осуждена 24-летняя Л. к 5 годам лишения свободы с лишением права заниматься деятельностью, связанной с управлением всеми видами транспортных средств, сроком на 5 лет, с отбыванием наказания в исправительной колонии в условиях поселения.

Обвиняемая признана виновной в том, что в мае 2017 года, имея водительский стаж до двух лет, управляя технически исправным автомобилем марки «ФОРД ФОКУС», двигаясь по дороге по территории Сенненского района в направлении г.п.Богушевск,  превысила допустимую скорость движения, чем нарушила требования Правил дорожного движения, проявила преступную небрежность и самонадеянность к управлению транспортным средством, так как перевозила с непристегнутым ремнем безопасности на заднем пассажирском сидении несовершеннолетнего пассажира Г., 2001 г.р., приближалаясь к опасному участку с закруглением дороги малого радиуса, в силу отсутствия достаточных практических навыков по управлению транспортным средством и движения со скоростью, не позволяющей обеспечивать безопасность дорожного движения, не справилась с управлением своего автомобиля и допустила его занос. Двигаясь в заносе Л. выехала на встречную полосу движения, где правой боковой частью кузова управляемого автомобиля совершила столкновение с передней частью кузова двигающегося по своей полосе движения во встречном ей направлении автомобиля марки «VAZ-2121», под управлением С.

В результате дорожно-транспортного происшествия от причиненных телесных повреждений погибли несовершеннолетние Е. и Г., которые находились в автомашине Л., а также причинены тяжкие телесные повреждения  водителю автомобиля «VAZ-2121» и находящемуся с ним в автомашине пассажиру.
