The complex of buildings of the Department of Internal Affairs of the Oktyabrsky District is located in the historical part of the city of Vitebsk, next to the Governor's Palace and the Square of the Heroes of the Patriotic War of 1812.

In Soviet times, the VDV division headquarters was located here. Since 1992, the Oktyabrsky Department of Internal Affairs was located here, which moved to a new building on Tereshkova Street in 2020.

The complex of sold objects, in addition to the Department of Internal Affairs building, includes the adjacent two-story forensics building, also with the status of a historical and cultural value object, as well as a guardhouse and three garage buildings with a car park.
