The President is meeting with the Vitebsk region's asset today. The Head of State began the conversation by analyzing the epidemiological situation related to COVID-19 morbidity.

– As for COVID, at the moment everything is under control, there are no issues, – informed **Deputy Chairman of the Regional Executive Committee Vladimir Penin**. – 43.5 percent of the population has been vaccinated with the first component. There are no major problems. Morbidity is declining. But recently, the number of flu cases has increased.

Vladimir Penin named the lack of funding in the healthcare sector as one of the problematic issues, which affects the timelines for hospital reconstruction. In particular, the regional clinic needs modernization.

The "Slavianski Bazaar" base also causes some concern for the local authorities. According to Vladimir Penin, the "Vitebsk" concert hall requires repairs.


One of the first issues raised by the Head of State at the meeting with the Vitebsk region's asset concerned the situation in the social sphere. The President inquired in detail about the salary levels in the industry, touched upon the topic of social services for the population, discussed the equipment of clinics and the COVID situation in the region. Deputy Chairman of the Regional Executive Committee Vladimir Penin reported on optimization in the education sector and the need to build a kindergarten in the Bilevo microdistrict of Vitebsk. The cultural sphere was discussed separately, in particular, the need to reform the network of library institutions in rural areas.

- We are constantly working on optimizing both educational and cultural institutions. We are looking for where to save budget funds. There are still reserves, - replied Vladimir Penin. – We are doing this, but we are doing it on a planned basis, we are approaching it gradually.

- There are no stupid people in libraries. Especially in rural areas, in agro-towns, almost every agro-town still has some kind of library. You need to look there too. If there is a center – a House of Culture and so on – there should be a small room where there are books or something else that people need in a modern way. But to keep libraries separate, as it was before... Let's be frank: who goes to these libraries?
