"A kind of exam for the territorial defense management bodies of the Vitebsk region was their participation in the exercise conducted under the leadership of the General Staff, where officials of executive committees, formed management bodies, and territorial troop units demonstrated their readiness and ability to perform the tasks assigned to them. Over the year, local executive and administrative bodies, together with territorial internal affairs bodies and local military administration bodies, have carried out work to prepare for the formation of people's detachments. In general, the work being done yields positive results, but we must not stop at what has been achieved; we must improve and develop," emphasized the head of the Vitebsk region, Alexander Subbotin.
