Information on the state of industrial injuries in organizations of the Vitebsk region and the implementation of supervisory activities on labor protection issues based on the results of work for January-December 2023
According to operational data from the Vitebsk Regional Department of the State Labor Inspectorate Department (hereinafter referred to as the Department), in organizations of the Vitebsk region for 12 months of 2023, a decrease in the total number of industrial accidents is noted, from 220 cases to 205 compared to the same period in 2022 (a decrease of 6.8%). For the reporting period, as a result of industrial accidents in organizations of the Vitebsk region, 13 workers died (in the same period of 2022 - 14), which indicates a decrease of 1 case (a decrease of 7.1%).
During the specified period, a decrease in fatal road traffic accidents was registered in organizations of the Vitebsk region compared to 2022, from 4 to 1.
An increase in fatal industrial injuries was noted in organizations of the Vitebsk district - 2 cases (2022 - 0), Lepel district - 1 (0), Postavy district - 2 (1), as well as in organizations of Novopolotsk - 1 (0) and Oktyabrsky district of Vitebsk - 3 (2).
An increase in accidents leading to severe industrial injuries in 2023 compared to the same period in 2022 was noted in organizations located in the following districts: Zheleznodorozhny district of Vitebsk - 6 (4); Tolochinsky - 4 (0), Sennensky - 4 (2); Polotsky - 4 (3); Verkhnedvinsky - 3 (1); Lepel - 2 (1); Braslavsky - 1 (0), Chashniksky - 1 (0), Ushachsky - 1 (0); Rossony - 1 (0) districts.
An increase in industrial injuries not classified as severe compared to the same period in 2022 is noted in organizations of the following districts (territorial units): Oktyabrsky district - 16 cases (2022 - 6); Zheleznodorozhny district - 10 cases (6) and respectively Vitebsk - 32 (21); Novopolotsk - 13 (12); Tolochinsky district - 7 (3); Gluboksky - 6 (3); Gorodoksky - 6 (3); Liozno - 4 (2); Shumilino
- 5(3); Dubrovensky - 4(3); Sennensky - 2(1); Beshenkovichsky - 1(0).In organizations without departmental subordination, a decrease in fatal injuries was noted in 2023 compared to 2022 (from 4 to 3).
The number of fatal industrial accidents in organizations of communal ownership remained at the 2022 level - 6 cases. At the same time, an increase is noted in organizations of Architecture and Construction - 1 (2022 - 0). In agricultural organizations, industrial injuries remained at the previous year's level - 3 cases.
In 2023, a significant decrease in the number of industrial accidents leading to severe injuries was registered in organizations of communal ownership. However, an increase in the number of accidents related to production and leading to severe injuries is noted in organizations of agriculture from 18 to 19, light industry from 1 to 2 cases, and in education, 1 case occurred.
The number of accidents leading to severe injuries increased in organizations of republican ownership - Ministry of Architecture and Construction 4(3), Ministry of Energy 4(0), Ministry of Transport 3(2), Belkoopsoyuz 1(0), NAS of Belarus 1(0), Ministry of Industry 1(0).
The number of accidents that occurred with employees in a state of alcohol intoxication decreased, 4 cases were registered, in 2022 - 6 cases.
Based on the results of completed investigations, the most common causes of accidents that occurred in 2023 have been identified (as a percentage of the total number of causes):
- Failure by managers and specialists to fulfill labor protection duties - 15.7% (2022 - 11.9%);
- Failure to provide the victim with personal protective equipment - 2.2% (0.8%).
- Allowing the victim to work without training and knowledge testing, internship and/or labor protection briefing - 4.5% (3.4%);
- Violation of traffic rules by another person - 4.5% (4.2%);
Joint preventive work with local authorities and economic entities of the Vitebsk region has made it possible to ensure a reduction in industrial injuries.
Based on the results of work for 2023, information letters analyzing industrial injuries and containing proposals were sent to city and district executive committees for response measures.
