In the Vitebsk region, about 1.7 thousand rural facilities will be equipped with automated electricity control systems
Before "Vitebskenergo", like other energy systems in the country, is tasked with integrating metering devices for outdoor lighting facilities, which are on the balance sheet of RUP-oblenenergo, into automated systems for control and accounting of electric energy (ASKUE) in rural settlements. In 2023, this work was completed at 1713 facilities. This was announced at a press conference by Georgiy Gribunov, head of the consumer relations department of RUP "Vitebskenergo".
According to him, in 2024, it is planned to equip another 1664 facilities with ASKUE. In addition, the issue of using electricity by the population for heating and hot water supply remains relevant, noted Georgiy Gribunov:
— The interest of citizens in this issue is not weakening. For comparison, from the end of 2018 to the beginning of 2024, the population's energy consumption increased by more than 130 million kWh. At the same time, the share of electricity consumption by citizens at reduced tariffs for electricity for heating and hot water supply reached more than 16 percent of the total population consumption. This is significant.
At the beginning of this year, more than 13.5 thousand subscribers in the northern region use electricity for similar purposes. This includes not only single-family houses but also apartment buildings.
From December 2, 2023, Decree of the President of May 30, 2023, No. 155 came into force, simplifying the procedure for transferring to the balance of energy companies power grids directly connected to the power grids of energy-supplying organizations from horticultural associations. There are more than 300 of the latter in the Vitebsk region. The acceptance of high-voltage networks with a capacity of 10 kW is carried out by "Vitebskenergo" based on their actual condition, Georgiy Gribunov noted:
— Even before the issuance of Decree No. 155, our enterprise took over almost all such networks. The main condition for this is the presence of an external metering device. As for the transfer of low-voltage networks to us, if all members of the horticultural association have decided at a general meeting to transfer low-voltage power grids to the ownership of the Republic of Belarus, then it is necessary to prepare for the fulfillment of certain mandatory conditions. Thus, citizens and the association must to ensure that energy workers have access to service these networks. The latter must comply with the requirements of technical regulations. Both individual households (outside the land plots) and common areas - at water pumps, outdoor lighting lines, etc. - must be equipped with external meters. Split meters can be used as external meters. The organization of external metering, as well as the bringing of power lines into order, if necessary, is carried out at the expense of citizens.
