In the Vitebsk region, civil initiatives will be financed from the regional budget for 300 thousand rubles

На Витебщине профинансируют гражданские инициативы из областного бюджета на 300 тысяч рублей
Всего в финал областного конкурса гражданских инициатив отобрано 17 проектов почти из всех районов Витебщины, а также Витебска и Новополоцка. Как сообщил председатель конкурсной комиссии, глава депутатского корпуса Витебщины Дмитрий Демидов, все они заслуживают внимания, по содержанию самые разные и предусматривают решение актуальных вопросов той или иной местности. Это и увековечение памяти погибших в годы Великой Отечественной войны, благоустройство территорий, создание безбарьерной среды, возведение объектов инфраструктуры для детей и подростков.

– Этот конкурс направлен на максимально широкое вовлечение граждан в процесс решения проблем местных сообществ. При этом проекты должны подразумевать не просто подачу идеи, но и непосредственное участие в ее реализации местных жителей, в том числе подключение инициаторов проекта к софинансированию в размере 10 процентов от стоимости проекта, – отметил Дмитрий Демидов.

Курирует это процесс Витебская областная ассоциация местных Советов депутатов во главе с председателем Витебского районного Совета депутатов Виктором Дорожкиным. Для стимулирования частной инициативы и поиска нестандартных решений по развитию территорий в областном бюджете предусмотрено 300 тысяч рублей (с учетом средств, передаваемых на эти цели из республиканской казны). При этом важно понимать: речь идет не о дополнительной нагрузке на бюджет, а об ином порядке определения приоритетов расходования части казенных средств в рамках плановых назначений. В идеале эти приоритеты определяют непосредственно граждане.

A total of 17 projects from almost all districts of the Vitebsk region, as well as Vitebsk and Novopolotsk, have been selected for the final of the regional competition of civil initiatives. As the chairman of the competition commission, head of the Vitebsk region's deputy corps Dmitry Demidov, reported, all of them deserve attention, are very diverse in content, and provide for the solution of pressing issues in a particular locality. These include perpetuating the memory of those who died during the Great Patriotic War, improving territories, creating a barrier-free environment, and constructing infrastructure facilities for children and adolescents.

“This competition is aimed at the broadest possible involvement of citizens in the process of solving the problems of local communities. At the same time, projects should imply not just submitting an idea, but also the direct participation of local residents in its implementation, including involving project initiators in co-financing in the amount of 10 percent of the project cost,” noted Dmitry Demidov.

The Vitebsk Regional Association of Local Councils of Deputies, headed by the Chairman of the Vitebsk District Council of Deputies Viktor Dorozhkin, oversees this process. To stimulate private initiative and search for non-standard solutions for territorial development, 300 thousand rubles are provided for in the regional budget (taking into account funds transferred for these purposes from the republican treasury). At the same time, it is important to understand that this is not about an additional burden on the budget, but about a different order of determining the priorities for spending part of the public funds within the framework of planned allocations. Ideally, these priorities are determined directly by citizens.
