On the state of industrial injuries in organizations of the Vitebsk region

In organizations of the Vitebsk region for 12 months of 2019, 20 workers died as a result of industrial accidents (12 months of 2018 – 21, a decrease of 4.8%).

For the specified period, 76 people received severe industrial injuries, the same as in 2018.

In 2019, in addition to the specified 20 fatal industrial accidents, in 52 cases, the death of an employee on the organization's territory occurred for a single reason – as a result of the employee having a disease, and in 5 cases (4 – fatal outcome, 1 – severe injury) due to suicide. These accidents were promptly removed from the records.

For the specified period, an increase in fatal industrial injuries was noted in organizations of the Orsha district – 4 people (1), Administration of the Oktyabrsky district of Vitebsk – 3 people (2), Gluboksky district – 2 people (1), Tolochinsky, Lepelsky – 1 person (0).

An increase in accidents leading to severe industrial injuries in 2019 compared to 2018 was noted in organizations of the Sennensky district – 4 (2), Verkhnedvinsky – 3 (1), Lioznensky, Shumilinsky, Chashniksky districts – 2 (0), Ushachsky district – 2 (1), Dokshitsky – 1 (0).

A significant increase in severely injured individuals is observed in organizations: Postavsky district – 5 (2); Oktyabrsky district of Vitebsk – 8(6).

In 2019, a decrease in the number of deaths in the workplace was noted in organizations of communal ownership – 11 (for 2018 – 13), including in agricultural organizations – 8 (11).

A significant increase in the number of deaths in the workplace in organizations without departmental subordination was noted in 2019 – 4 (2018 – 2).

In organizations of communal ownership, there has been a significant decrease in the number of industrial accidents leading to severe injuries (from 48 cases to 36), with an increase noted in sports and tourism organizations – 3(1) and in other organizations without departmental subordination – 16 (15).

fatal industrial injuries for the reporting period are noted in organizations of republican ownership: Ministry of Industry – 2 (0), Ministry of Forestry – 2 (1), Bellegprom – 1 (0).

A significant increase in the number of industrial accidents leading to severe injuries for the reporting period is noted in organizations of republican ownership (from 13 to 24): Ministry of Forestry – 7 (2); Ministry of Transport – 4 (1); Ministry of Energy – 3 (1); Ministry of Industry – 2 (0); Bellegprom – 2 (1); Ministry of Education, Ministry of Agriculture and Food – 1 (0).

The main reasons for industrial accidents with severe consequences, which resulted in growth compared to the same period in 2018, are:

violation by victims of labor and production discipline, requirements of regulatory legal acts, technical regulatory legal acts, local regulatory acts on labor protection – 22.7% of the total number of causes (same period 2018 – 15.4%);

non-fulfillment by managers and specialists of labor protection duties – 14% (13.1%);

personal carelessness of victims – 12% (10%);

For the reporting period, fatal accidents occurred in organizations under the following circumstances:

- as a result of road traffic accidents – 5 cases;

- as a result of falling (collapse) of objects, materials, etc. onto workers – 5 cases;

- as a result of a vehicle hitting a victim on the organization's territory – 1 case (a tractor driver-machinist who hit the victim while operating a loader was under the influence of alcohol, 1.73 ‰, OJSC "Golden Horseshoe", Gluboksky district);

- as a result of crushing (pinning) the victim by forklift elements – 1 case;

- as a result of exposure to flying objects, parts – 2 cases;

- as a result of a worker falling into an inspection pit – 1;

- as a result of unlawful actions of other persons – 1 case;

- as a result of poisoning by harmful substance vapors – 1 case (Limited Liability Company "PromserviceINK", the director was under the influence

In 2019, 3 accidents involving employees in a state of alcohol intoxication were registered in organizations of the Vitebsk region: 1 fatal accident (organizations without departmental subordination) and 2 accidents resulting in severe industrial injuries (communal form of ownership of the agro-industrial complex):

For the same period in 2018, 5 accidents involving employees in a state of alcohol intoxication were registered in organizations of the Vitebsk region, including: 3 fatal and 2 resulting in severe injuries.

For 2019, based on the results of supervisory measures carried out in the region's organizations, as well as taking into account information received by the department on signs of administrative offenses for violations of labor and labor protection legislation, 880 officials and 663 employers (employers, individual entrepreneurs) were brought to administrative responsibility in the form of a fine for a total amount of 242.473 thousand rubles.

In total, from January to December 2019, mobile groups of city and district executive committees with the participation of state labor inspectors conducted 2840 inspections, including facilities of agro-industrial complex organizations (1654), construction organizations (371), and other organizations without departmental subordination (815). 31410 violations of safety requirements were revealed.

Preventive work carried out jointly with local authorities and administrations ensured a decrease in fatal industrial injuries in 2019 and prevented an increase in injuries leading to severe industrial trauma.

Based on

based on the analysis of supervisory activities for compliance with labor protection legislation for 2019, and the state of industrial injuries, economic entities, in cooperation with local executive and administrative bodies, should ensure the implementation of the following preventive measures:

- high-quality conduct of departmental and public control over the state of labor protection at workplaces, with the direct participation of trade unions and public labor protection inspectors;

- staffing of organizations with qualified labor protection specialists in accordance with the Staffing Standard;

- systematic work on improving the qualifications and retraining of labor protection specialists of organizations and district executive committees;

- control in organizations over employees undergoing preliminary pre-employment professional medical examinations and periodic medical examinations in accordance with the requirements of the legislation;

- effectiveness of mobile groups in terms of qualitative identification of violations and the mandatory nature of their elimination, otherwise ensure the provision of information to the regional department on the appointment of unscheduled inspections;

- control at the local level over compliance with the requirements of Directive No. 1, labor and production discipline, conducting pre-shift (before the start of work, shift) medical examinations, examinations for the presence of employees in a state of alcoholic, narcotic or toxic intoxication, taking into account the requirements of the current legislation.
