On the state of industrial injuries in organizations of the Vitebsk region

According to operational data from the Vitebsk Regional Department of the State Labor Inspectorate Department (hereinafter referred to as the Department), in organizations of the Vitebsk region during the first quarter of 2021, 6 people died as a result of industrial accidents (first quarter of 2020 – 5) and 20 people sustained severe industrial injuries (19). Thus, for the reporting period, there is an increase of one fatal accident and one accident resulting in severe industrial injury.

In 2021, in addition to the indicated 6 fatal accidents on record, 10 people died at work due to pre-existing employee diseases (first quarter of 2020 – 16, first quarter of 2019 – 12).

In the first quarter of 2021, an increase in fatal industrial injuries was noted in organizations under the Administration of the Pervomaisky District of Vitebsk – 2 (first quarter of 2020 – 0), and in organizations of the Verkhnedvinsk, Vitebsk, and Orsha districts – 1 (first quarter of 2020 – 0). At the same time, the number of fatal injuries for the reporting period remained at the 2020 level in organizations: Vitebsk city – 3, including organizations under the Administration of the Oktyabrsky District of Vitebsk – 1 (1).

An increase in accidents resulting in severe industrial injuries in the current period of 2021 compared to the first quarter of 2020 was noted in organizations located in: Orsha district, administration of the Zheleznodorozhny district of Vitebsk – 2 (first quarter of 2020 – 1), Verkhnedvinsk, Tolochin, Shumilino districts – 1 (0). Additionally, in organizations of Vitebsk city – 7 (5), including organizations located in the Pervomaisky district of Vitebsk – 4 (1), and in organizations of Novopolotsk – 3 (1).

In the first quarter of 2021, a decrease in fatal accidents was observed in organizations of communal ownership, from 2 to 1 case. Simultaneously, an increase in fatal injuries was noted in healthcare organizations – 1 (first quarter of 2020 – 0).

Over the three months of 2021, the number of fatalities at work in organizations without departmental subordination remained at the 2020 level – 3 accidents.

In Q1 2021, there was a decrease in the number of industrial accidents leading to serious injuries in organizations of communal ownership from 14 to 13 cases, including in agricultural organizations from 10 to 4. At the same time, there was an increase in the number of accidents related to production and leading to serious injuries in organizations of architecture and construction from 0 to 5 cases, housing and communal services from 1 to 2, and food and light industry from 0 to 1.

In the reporting period of 2021, the number of fatal industrial injuries in organizations of republican ownership remained at the 2020 level - 2 cases, in organizations of the Ministry of Transport and Belkoopsoyuz. At the same time, the number of accidents leading to serious injuries in organizations of republican ownership (Ministry of Forestry, Belneftekhim, other government bodies) increased from 0 to 1 case.

Based on the results of completed investigations, the characteristic causes of accidents that occurred in Q1 2021 have been established:

- personal negligence – 50%;

- failure of managers and specialists to fulfill labor protection duties - 10%;

- allowing the victim to work without training and knowledge testing on labor protection issues – 10%;

- allowing the victim to work without an internship on labor protection issues and/or labor protection briefing – 10%;

- violation of traffic rules by the victim – 10%;

- violation of traffic rules by another person – 10%.

In January-March 2021, state labor inspectors identified and ordered (recommended) the elimination of 1883 violations of labor and labor protection legislation during 60 supervisory events.

154 employees were suspended from work for not undergoing briefing, labor protection knowledge testing, not using required personal protective equipment that ensures labor safety, not undergoing medical examination in cases and in the manner prescribed by law. The operation of 99 units of equipment, machinery and

other equipment, 5 workshops, 6 construction sites.

In total, from January to March 2021, mobile groups with the participation of state labor inspectors conducted 511 inspections of agricultural organizations, including those not under departmental subordination, and construction organizations, during which 5961 violations of safety requirements were identified.
