On the state of industrial injuries in organizations of the Vitebsk region for the first half of 2021
According to the Vitebsk Regional Department of the State Labor Inspectorate, in organizations of the Vitebsk region for the first half of 2021, 8 people died as a result of industrial accidents (first half of 2020 – 8) and 31 people received severe industrial injuries (44). For this reporting period, a decrease of 13 cases leading to severe industrial injuries is noted (a decrease of 29.5%).
In the first half of 2021, in addition to the specified 8 fatal accidents, 26 people died at work due to pre-existing illnesses (first half of 2020 – 32, first half of 2019 – 23).
In 2021, an increase in fatal industrial injuries was noted in organizations of the Administration of the Pervomaysky District of Vitebsk – 3 (first half of 2020 – 0) and, accordingly, in organizations of Vitebsk city – 4 (first half of 2020 – 3), in organizations of Braslavsky, Verkhnedvinsky, Vitebsky, Orshansky districts – 1 (first half of 2020 – 0). At the same time, the number of fatal injuries remained at the 2020 level in organizations of the Administration of the Oktyabrsky District of Vitebsk – 1 (1).
An increase in accidents leading to severe industrial injuries in the current period of 2021 compared to the first half of 2020 was noted in organizations located in the territories of: Gluboksky, Dokshitsky – 1 (0), including in organizations located in the territory of the Pervomaysky District of Vitebsk – 4 (1), in organizations of Novopolotsk city – 5 (3). In addition, the number of accidents resulting in severe injuries in organizations of Vitebsk city – 9 (first half of 2020 – 9), Polotsk district – 3 (3), administration of the Zheleznodorozhny District of Vitebsk – 2 (2), Senno district – 1 (1) remained at the level of the previous year.
A decrease in fatal accidents is noted in organizations of communal ownership from 3 to 2 cases, while an increase in fatal injuries is noted in healthcare organizations – 1 (first quarter of 2020 – 0), in agricultural organizations the number of cases
смертельного травматизма сохранился на уровне 2020 года – 1 случай.Количество погибших на производстве в организациях без ведомственной подчиненности в сравнении с 2020 годом снизилось с 5 до 4 несчастных случаев.
Отмечается снижение количества несчастных случаев на производстве приведших к тяжёлым травмамв организациях коммунальной формы собственности с 29 до 18 случаев, в том числе в организациях сельского хозяйства с 18 до 8. Вместе с тем отмечается ростколичества несчастных случаев связанных с производством и приведших к тяжёлым травмам в организациях архитектуры и строительства с 3 до 5 случаев, пищевой и легкой промышленности с 0 до 1.
В I полугодии 2021 года количество случаев смертельного производственного травматизма в организациях республиканской формы собственности увеличилось в сравнении с 2020 годом с 1 до 2-х случаев, в организациях Министерства транспорта и Белкоопсоюза. Отмечается снижение количества несчастных случаев, приведших к тяжёлым травмам в организациях республиканской формы собственности (с 8 случаев до 7), при этом рост таких случаев отмечен в организациях подчиненных концерну Белнефтехим (с одного до 3-х), а в организациях Минтранса, НАН Беларуси и прочих государственных органов количество тяжело травмированных сохранилось на уровне 2020года (по 1 случаю).
По результатам завершённых расследований установлены характерные причины несчастных случаев, произошедших за I полугодие 2021 года:
- невыполнение руководителями и специалистами обязанностей по охране труда – 13,9% (17,5%);
- нарушение потерпевшим трудовой и производственной дисциплины, инструкций по охране труда – 13,9% (19,3%)
- допуск потерпевшего к работе без обучения и проверки знаний по вопросам охраны труда – 11,1% (8,8%);
- неудовлетворительное содержание и недостатки в организации рабочих мест – 5,6% (3,5%);
- личная неосторожность – 16,7% (8,8%);
За январь-июнь 2021 года государственными инспекторами труда в ходе проведенных 190 надзорных мероприятий выявлено и предписано (рекомендовано) к устранению 6756 нарушения требований

355 employees were suspended from work for not undergoing training, not passing occupational safety knowledge tests, not using required personal protective equipment ensuring labor safety, and not undergoing medical examinations in cases and procedures stipulated by law. The operation of 300 units of machinery, equipment, 14 workshops (sections), and 10 construction sites was suspended.
In total, from January to June 2021, mobile groups with the participation of state labor inspectors conducted 850 inspections of agricultural organizations, including those not under departmental subordination, and construction organizations, during which 8687 violations of safety requirements were identified.
It should be noted that during this reporting period, compared to 2020, the number of cases of industrial injuries involving employees in a state of alcohol intoxication has decreased. In the organizations of the region for the first half of 2021, 1 fatal industrial accident was registered involving an employee of the Vitebsk Regional Consumer Society (Verkhnedvinsk branch) who was in a state of alcohol intoxication (in the same period of 2020, there were 2 fatal accidents and 4 accidents resulting in severe injuries).
