False and frankly provocative leaflets have appeared on the streets of Vitebsk with an address to fellow citizens on behalf of the Chairman of the Vitebsk Regional Executive Committee, Nikolai Nikolaevich Sherstnev.
WE OFFICIALLY STATE: the distributed leaflets are fake, their content does not correspond to reality!
The "revolutionaries" are disturbed by the fact that a calm socio-political situation is maintained in the Vitebsk region, and the creation of information noise, manipulation of public opinion, and attempts to destabilize the situation through calls to destabilize the situation in the region do not find a response from the vast majority. Therefore, the most unscrupulous methods and techniques are used. The goal of fake information is extremely clear: to discredit authorities and governance, undermine their authority, slander officials, and undermine the business reputation of state organizations.
We draw special attention to the fact that the actions of the authors and distributors of such leaflets fall under legal responsibility.

— Similar leaflets were posted by unknown persons on the night of September 29-30 in the regional center, in particular, on the facades of buildings. Law enforcement officers are conducting a check on this fact, and illegal actions will be given a legal assessment.
In this regard, we remind you that violation of the rules for the improvement and maintenance of settlements, expressed in the placement of advertisements, posters, leaflets, and other non-advertising information materials in places not intended for this purpose, entails administrative responsibility under Article 21.14 of the Code of Administrative Offenses and a fine of up to 25 basic units, for an individual entrepreneur - from 10 to 50 basic units, and for a legal entity - from 20 to 100 basic units.
If such printed materials contain knowingly false information that defames another person, administrative responsibility may arise under Article
9.2 of the Code of Administrative Offences and may result in a fine of up to thirty basic units, and in the case of any calls to organize or hold a mass event in violation of the law – under Article 23.34 of the Code of Administrative Offences with the imposition of arrest or a fine of up to 30 basic units. Fines increase in case of repeated commission of the specified unlawful acts or if committed by their organizer or for remuneration.It is worth reminding that the desecration of buildings or other structures with cynical inscriptions or images, damage to property on public transport or in other public places in the absence of signs of a more serious crime entails criminal liability under Article 341 of the Criminal Code.

The evidence is as follows: the publication data is not in accordance with the requirements of regulatory documents, the number that is usually assigned to each order upon receipt at the printing house is missing, as well as poor printing quality, unprofessional layout.
