Assistant to the President – Inspector for the Vitebsk Region Sergey Levkovich held a personal reception of citizens
Can all disputed issues be resolved at a reception? It is unlikely that this question will have a straightforward answer. This was also the case with the residents of the Gorodok district. About 15 years ago, they actively helped a neighbor, a group 1 invalid, who had issued a power of attorney for his property in their name. But he suddenly died. Since the deceased had no relatives, the neighbors used the house for a long time and wanted to establish the fact of acquisitive prescription for the real estate. They appealed to many authorities, but received the answer: it is possible to do this, but through court, as the property is registered in the name of the former legal owner.
After listening carefully to the applicants, Sergey Levkovich also replied: acquisitive prescription can be established through court.
– It is impossible to make a decision bypassing the existing legislation. At the same time, your situation will be further studied by specialists, and if necessary, relevant ministries will be involved to refine the regulatory acts, – he explained.
A resident of Beshenkovichi raised issues at the reception that concerned not only her, such as people being forced to collect money for certain needs, children missing classes to participate in district events, and much more. However, behind these questions, the fact that the woman was fired from her job for failing to perform her duties was clearly evident. And the applicant herself emphasized that she had conflicts with all her employers. The Presidential Aide will carefully study all the issues raised in the appeal and provide an answer to the applicant.
The reception of citizens was not without a land dispute. A Vitebsk resident owns a dacha in the Zvyazda horticultural cooperative. Everything was fine until recently, when a neighbor coveted a part of the common territory and centimeters of land belonging to the applicant. As a result, access to the plot has been completely blocked.
The President's Aide instructed the land service to carefully investigate the issue. If the previous decision on the land boundaries of the neighbors contradicts the legal requirements of the applicant, it must be revised. And although the issue is still to be resolved, the Vitebsk resident expressed satisfaction that he was heard.
– Personal receptions are an important area of work with the public, – summed up Sergey Levkovich. – This applies to all heads of enterprises and especially to the state apparatus. Such meetings are held on a systematic basis: one reception per month at the regional executive committee, and one – an on-site visit in the regions of the oblast. Citizens raise various issues concerning, for example, property relations. There are certain shortcomings in the legislation, especially regarding acquisitive prescription within the framework of Decree No. 311, which amended Decree No. 200, regulating administrative procedures. Local authorities currently have all the tools to resolve issues of land disputes between neighbors. We need to find ways and help people as much as possible. It is especially important to be attentive here, as one cannot approach controversial issues one-sidedly, because they affect the interests of other people. I personally keep track of all the appeals received at the reception.
