In the Vitebsk region, the state order for grain has been fulfilled by 99.4%, and it is planned to fully settle the state order by October 15.
The Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, drew attention to these peculiarities at an extraordinary meeting of the regional executive committee, to which the heads of agricultural organizations of the region were invited.
— This issue is being considered at the level of the regional executive committee for the first time in many years, — noted the head of the region. — There have never been problems with fulfilling the state order. Today, it is set at about 9-10% of the total grain production. However, this year it is being provided not by leading enterprises, but by weak and medium-sized farms, which, no matter how difficult it was, managed to mobilize and cope with their obligations. Everyone should work under the same conditions, and those who made organizational miscalculations must be dealt with. That is why this problem had to be so sharply raised.
As reported by the Chairman of the Committee for Agriculture and Food of the Vitebsk Regional Executive Committee, Sergey Egorov, the agrarians of the Vitebsk region can take credit for fulfilling the state order for rapeseed. As for food grain, as of October 7, 129.2 thousand tons were delivered (state order 130 thousand tons). 18 agricultural producers from Braslav (7 organizations; state order fulfilled by 59.7%), Dokshitsy (3; 93.5%), Tolochin (5; 94.8%), and Postavy (3; 95.2%) districts failed to meet their obligations. Moreover, while in the Postavy district, conclusions were drawn and organizational measures were taken to rectify the situation after an interim analysis of work, the remaining laggards have not yet reacted to the situation.
The issue is further complicated by the fact that some organizations have entered into agreements, received advance payments from processors, including for wages, spare parts procurement, etc., but have failed to fulfill their obligations for agricultural product supplies. There are as many as 47 such entities that owe 663 thousand rubles. This could not only lead to negative consequences, primarily for their managers, but also negatively affect the image of the district authorities, warned Sergey Egorov.
A number of organizations received significant assistance in the form of budget funding and at the same time also evaded fulfilling their obligations, and this even concerns enterprises in the Orsha district, which is considered the main breadbasket of the region. Although the district as a whole fulfilled the supply target for state needs, the result was ensured by average performers, Sergey Egorov noted. One example is the agricultural enterprise "Ustye," which failed to meet its obligations. At the same time, the farm was allocated about 1.3 million rubles from the regional budget for various production purposes, and previously the issue of debts totaling about 10 million rubles was resolved so that it could effectively resume operations from scratch.
There are also questions for the flax processing plant teams regarding the fulfillment of the state order for flax fiber. The target is 3620 tons, including 1620 tons of long flax fiber and 2 thousand tons of short flax fiber to be supplied. Based on the results of 9 months, 819 tons, or 23% of the plan, have been supplied against the state order. For example, the Pustoshka flax processing plant has not even started to fulfill this task yet. The head of the committee noted the low pace of work in this area even by the industry leaders – the Dubrovno and Orekhovo enterprises.
There are no objective reasons for failing to fulfill the state order, stated Sergey Egorov. Therefore, local managers must take exhaustive measures to rectify the situation. In particular, by reallocating supply volumes between farms or developing other solutions so that by October 15, Vitebsk region fully settles the state order, and farms work off the received advance payments. Resources for this are available, including grain that meets all the necessary indicators.
