Issues of housing construction were discussed at the Vitebsk Regional Executive Committee

Chairman of the regional executive committee Alexander Subbotin identified these topics as extremely important for the Vitebsk region.

– Housing is one of the main indicators of the region's development, one of the basic values for every person. Therefore, this issue is constantly under the control of both the regional executive committee and the government, – emphasized Alexander Subbotin.

According to Belstat, the Vitebsk region lags behind in housing construction rates. What is the reason and how to fix the situation? As noted by Yuri Vyzhikovsky, Chairman of the Committee for Architecture and Construction, one of the problems common throughout the republic is a shortage of builders.

– At the same time, it should be noted that our region has fulfilled the assigned plans for the total commissioning of housing – by the end of the first half of the year, 137 thousand square meters were commissioned. This is a good indicator, considering that the construction industry made a significant contribution to the preparation of the Forum of Regions of Belarus and Russia. Increased workload to some extent affected the overall situation, – explained Yuri Vyzhikovsky.

Most of the housing is being built in Vitebsk, Orsha, Polotsk and Novopolotsk, but there are no significant lags in the regions either. In addition, schools are being prepared for the new academic year today. According to Yuri Vyzhikovsky, by the end of the year, builders have the opportunity to catch up and fulfill the plans.

Speaking about the regional center, housing is currently being built in different parts of the city. In particular, existing blocks are being densified, taking into account public discussions with residents. Among the main sites are Cheremushki, Nikropolye. There are plans to build houses in the Tarny and Luchesa microdistricts. This year, it is planned to approve the general plan for the development of Vitebsk, which will outline the city's development prospects.

The head of the department also noted that compared to last year, there is an increase in the commissioning of the total area of residential buildings. Great attention is paid to providing housing for large families. This year alone, 320 families have moved into new homes, and apartments are being built for 333 more.

By the way, the level of housing provision for the population of the Vitebsk region is 30.4 sq. meters per resident, which is higher than in the country as a whole.

Yuri Vyzhikovsky paid special attention to Decree No. 253 of the President of the Republic of Belarus, which allows for the commissioning of individual residential buildings without permits.

– I believe that not all citizens are yet aware of this information. In addition, a draft decree amending Decree No. 253 is currently being coordinated, which provides that local executive and administrative bodies will be able to make decisions on accepting facilities into operation that were built with deviations from norms regarding compliance with setbacks from the boundaries of the land plot to the erected facilities. All this will become an incentive for people who want to live in their own homes, – noted Yuri Vyzhikovsky.
