Housing and communal services and electric heating issues – Chairman of the Vitebsk Regional Executive Committee Nikolai Sherstnev held a direct line with residents of the region
Two dozen calls were received today on the direct telephone line with the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev. The majority of the calls concerned housing and communal services and were received from Vitebsk, Orsha, and the Orsha district – this is the outcome of its holding.
Many citizens who called the direct line today were concerned about everyday issues that could not be resolved at the housing and communal services level. For example, residents of the Orsha district were concerned about a leaking roof and the lack of hot water. The issue of street lighting was raised by a villager from the Liozno district. A woman from the Polotsk district needs help to fix a hole in her ceiling. Similar calls were received from Orsha and Vitebsk. Such issues should be resolved promptly by the relevant services, and for this, it is necessary to have a reserve of materials and funds, Nikolai Sherstnev is convinced. The Chairman of the Regional Executive Committee demanded that a service investigation be conducted into each of these facts and that all persons who showed indifference to people's problems be held accountable:
- We maintain so many services, but there is little efficiency from specialists to management. Draw conclusions. Select honest, decent, responsible people for your teams who will take residents' appeals seriously and respond to them promptly. Injustice to people must be burned out with a hot iron.
A resident of the Vitebsk region, living in an eight-apartment residential building, wants to convert his apartment to electric heating. He has been unable to resolve this issue at the local level for six months. According to the governor, this is the first such precedent in the region that requires detailed consideration. In this regard, he instructed to prepare and hold a meeting at his level:
- The topic is very relevant. No one wants to deal with firewood or briquettes anymore. Gas cannot be supplied to every village. But the conversion to electric heating entails the entire infrastructure. This is a huge amount of work. We will deal with this issue together.
As noted by the head of the main department of housing and communal services of the Vitebsk Regional Executive Committee, Yuri Dyadelo, there are 23 apartment buildings in the region where it is possible without переinfrastructure facilities to switch to electric heating. One of them is in the Postavy district.
During the direct line, appeals on other topics were also received. For example, a villager from the agro-town of Yanovo, Senno district, on behalf of local residents, spoke about the planned closure of their Belarusbank branch, which would cause great inconvenience to all villagers. "We will resolve this issue," the governor promised.
A resident of Vitebsk called with a proposal to take response measures and strengthen the responsibility of citizens for non-compliance with sanitary and epidemiological safety measures in retail outlets and public places. According to the chairman of the regional executive committee, this is largely due to people's lack of culture. Nevertheless, relevant instructions will be sent to the regional sanitary and epidemiological station and the trade department.
A pleasant variety was a call from a resident of the village of Titovo, Liozno district, who contacted the direct line to express words of gratitude to local deputies, the chairman of the rural council for their attention to people and their problems, and also to note the positive changes in the countryside.
This year, 558 appeals were received at the direct telephone line of the regional executive committee, which is 6% more than in 2019. Most often, people were concerned about issues of housing and communal services, road management, housing legislation, and land use. Residents of Vitebsk, Senno, Dubrovno, Beshenkovichi, Shumilino districts and Vitebsk contacted most often.
