Alexander Subbotin held a personal reception of citizens in Vitebsk
The people had already written a collective appeal to various authorities, called the police, but so far without success. The owners of the mini-cafe do not violate the law, operating according to the schedule approved by the city authorities until 24:00. They are not responsible for the behavior of visitors outside the establishment, and residents cannot rest peacefully or open their windows due to cigarette smoke from the street.
This is not a problem of a single building, on the first floors of which public catering facilities are opened. Alexander Subbotin noted that it is necessary to initiate amendments to the legislation that could regulate this issue. Perhaps it is not worth allowing a public catering establishment, and primarily a drinking establishment, to operate in former apartments withdrawn from the housing stock.
The applicants' appeal has been taken under control. The city executive committee has been instructed to consider the possibility of legally reducing the cafe's operating hours by one or two hours, as well as installing a no-smoking sign.
A resident of the agro-town of Kirovskaya, Vitebsk region, complained about poor street lighting. The woman said that she has to walk in the dark from the bus stop. In addition, the streetlights installed on the street often do not work, and one has to call the district power grids to turn them on. Sergey Shidlovsky, General Director of RUE "Vitebskenergo," who was present at the reception, promised to sort it out and fix the problem.
A pensioner from Vitebsk expressed disagreement with the electricity tariffs in the garden association. Representatives of the Vitebsk District Executive Committee explained all the nuances to him in detail.
Aleksandr Subbotin, when considering each complaint, emphasized that representatives of the authorities must put themselves in the shoes of the person who appealed to them. And to help people as much as possible, while adhering to the current legislation. And if the problem is not isolated, as in the case of a catering establishment in a residential building, to take the initiative to change the rules.
