Information on the state of industrial injuries in organizations of the Vitebsk region and analysis of the causes of industrial accidents based on the results of work for the first quarter of 2025

According to operational data from the Vitebsk Regional Department of the State Labor Inspectorate Department (hereinafter referred to as the Department), in organizations of the Vitebsk region for the I quarter of 2025, the total number of industrial accidents was 36, for the same period in 2024 - 40 cases (a decrease of 10%).

For this reporting period, as a result of industrial accidents in organizations of the Vitebsk region, one fatal accident was registered due to the personal negligence of the victim (for the same period in 2024 - 0).

In the I quarter of 2025, 1 industrial accident resulting in severe injury due to a road traffic accident was registered in organizations of the Vitebsk region, which accounted for 7.7% of the total number of severely injured (same period in 2024 - 4 cases, 16.7%).

This year, a significant decrease in industrial injuries from accidents leading to severe injuries is noted, by 45.8%.

At the same time, an increase in industrial accidents leading to severe industrial injuries in the current period of 2025 compared to the I quarter of 2024 was noted in organizations located in the territories of: Orsha district - 4 (same period in 2024 - 3), Glubokoye district - 2 (1), Oktyabrsky district of Vitebsk city - 2 (1), Dokshitsy district - 1 (0).

For industrial accidents not classified as severe industrial injuries, an increase in industrial injuries for the 1st quarter of 2025 compared to the same period in 2024 is noted in organizations of the following districts (territorial units): Vitebsk city - 6 cases (1st quarter of 2024 - 4) and respectively in the Administration of Pervomaisky district - 4 (2); Orsha district - 4 (3); Glubokoye - 2 (0); Dokshitsy and Postavy districts - 2 (1); Gorodok, Liozno, Senno, Shumilino districts - 1 (0).

For the past period, one accident was registered while in a state of alcohol intoxication.

Based on the results of completed investigations with severe consequences (fatalities and serious injuries), the characteristic causes of accidents that occurred in the 1st quarter of 2025 have been identified (as a percentage of the total number of causes):

- violation of labor and industrial discipline, labor protection instructions by the victim – 25% (similar period in 2023 – 20%);

- failure by managers and specialists to fulfill labor protection duties – 25% (10%);

- violation of traffic rules by another person – 12.5% (0%);

- unsatisfactory condition and deficiencies in the organization of workplaces – 12.5% (0%);

- personal negligence – 12.5% (40%).

For January-March 2025, out of a total of 47 supervisory measures conducted by state labor inspectors, 35 were monitoring activities and 12 were selective inspections. During these activities, 1295 violations of labor and labor protection legislation requirements were identified and ordered (recommended) for elimination.

In organizations, based on the results of supervisory measures and at the direction of state labor inspectors, 22 employees were suspended from work for failing to undergo training, labor protection knowledge testing, not using required personal protective equipment that ensures labor safety, and not undergoing medical examinations in cases and procedures stipulated by legislation.

Based on the materials from state labor inspectors, 13 authorized officials of the employer who allowed violations of labor and labor protection legislation were subjected to disciplinary action. During the implementation of these preventive measures, state labor inspectors suspended the operation of 45 units of machine tools, machinery, and other equipment.

Based on the results of supervisory measures conducted in organizations of the region, as well as considering information received by the department regarding signs of administrative offenses for violations of labor and labor protection legislation requirements, 152 officials were brought to administrative responsibility in the form of a fine totaling 51.618 thousand rubles.

In January-March 2025, mobile groups involving state labor inspectors conducted 185 inspections of agricultural organizations, including those not under departmental subordination, as well as construction organizations, identifying 3190 violations of safety requirements.

On average, each mobile group conducts approximately 3.7 inspections per month. On average across the region, about 11.2 labor safety violations were identified per inspection.

In 2025, work continued in organizations of the Vitebsk region to improve the qualifications of managers and specialists in labor legislation and occupational safety. During the specified reporting period, state labor inspectors actively participated in 126 seminars, conferences, and meetings on the mentioned topics, with 2544 participants.

The joint preventive work carried out with local authorities and economic entities in the Vitebsk region has helped ensure a reduction in workplace injuries in the first quarter of 2025.
