The practice of involving unused property in economic circulation was considered within the framework of a republican seminar in the Vitebsk region
The practice of work was considered using the example of the Beshenkovichi district. The event was attended by the Chairman of the State Property Committee Vitaly Nevera, Deputy Chairman of the Vitebsk Regional Executive Committee Anzhelika Nikitina, as well as representatives of republican and local authorities, organizations, and the business community.
Opening the plenary session of the seminar, Vitaly Nevera noted that over the past three years, the Vitebsk region has shown positive dynamics in involving unused state property in economic circulation, and more and more new production facilities are being created in the region.
"As practice shows, giving unused property a second life is a rather difficult and thorny path. It doesn't always happen instantly and quickly. Sometimes it takes a sufficiently long period of time, measured even by more than one or two years. But we understand perfectly well that, having received a second life, these objects become points of growth and attraction for the local population. These are additional jobs, subsequent budget revenues," emphasized the Chairman of the State Property Committee.
In turn, the head of the Beshenkovichi District Executive Committee, Galina Unukovich, added that in the district, the most effective way to use state property and reduce the amount of unused property is its gratuitous transfer to private ownership for the implementation of investment projects.
As part of the seminar, its participants visited a number of enterprises where production facilities were created. The first facility is the incubation workshop of Vitkonprodukt LLC in Beshenkovichi. It was created on a previously unused site of a former car service station, transferred to private ownership for an investment project. Its capacity is 16 million eggs per year. The production facility is equipped with modern environmentally friendly equipment, which has no analogues in Belarus. This has made it possible to ensure the import substitution of broiler chickens.
In addition, to ensure the operation of the incubator, sites for growing young birds and parent stock have been built. This has made it possible to replace the import of hatching eggs.
Next, the seminar participants visited Lufter LLC, a confectionery factory with Chinese capital participation. In 2023, an unused building of a former gymnasium in the urban-type settlement was transferred for the implementation of this investment project. The cost of the investment project is 7 million rubles. During the implementation of its first phase, 4.1 million rubles of investment have already been invested, including the purchase of equipment worth 3 million rubles.
It is worth noting that the confectionery factory in Beshenkovichi is included in the list of investment projects of the "One District - One Project" program. Currently, 64 people are employed at the enterprise, and its products are exported to the Russian Federation.
«The “One District – One Project” initiative is practically 80% related to involving unused property in economic circulation. In very few regions, while implementing projects, did we build facilities from scratch. Mostly, former buildings that were previously unused were selected, modernized, and reconstructed. Investments were attracted for these purposes, equipment was installed, and thus we came to the implementation of the “One District – One Project” initiative. New jobs were created, which, consequently, in the future will provide not only budget revenue but also a decent standard of living for our population in the regions,” said Deputy Chairperson of the Vitebsk Regional Executive Committee Anzhelika Nikitina.
The next facility visited as part of the republican seminar was the production site of RUP “Belmedpreparaty”.
In Beshenkovichi, unused capital structures of the former reinforced concrete products plant were in the communal property of the district for over 10 years. In 2014, they were gratuitously transferred to an investor for the implementation of a project involving the creation of a pharmaceutical production facility.
The project was successfully implemented for several years. Over 20 million in investments were made, and more than 3 million US dollars in foreign investment were attracted. In the first half of 2024, the property was accepted into the ownership of the Republic of Belarus and assigned to RUP “Belmedpreparaty” under the right of economic management.
Preparatory and commissioning works have been carried out here, equipment operability has been confirmed, and an experimental batch of medicinal products has been produced. The inspection of the production site for compliance with GMP requirements has been completed, and the certificate is planned to be obtained in July 2025. Concurrently, efforts are underway to find an investor.
Another project is being successfully implemented in the Beshenkovichi region on the "One District – One Project" principle: in 2023, the food flavorings production facility of LLC "Skorpio-Kvetka" was opened. For the implementation of the investment project, an unused building of a former school in the agro-town of Budilovo was transferred to the enterprise free of charge. Based on the transferred property, a workshop for the production of liquid and dry flavorings has been commissioned, and a laboratory has been established. Currently, a line for bottling food flavorings into small containers has been purchased and installed.
"Skorpio-Kvetka" is the sole producer of flavorings in the Republic of Belarus, with capacities that allow it to meet the full demand of the country's enterprises. In 2025, the enterprise plans to commission a workshop for the production of non-food flavorings intended for export. Summarizing the first day of the seminar, the Chairman of the State Property Committee noted that the Beshenkovichi district approaches the involvement of unused property into economic circulation reasonably and prudently.
"Local authorities have established high-quality work with potential investors, and many previously unused facilities have been revived. Two projects – a confectionery factory and a flavor production workshop – are being implemented within the framework of the "One District – One Project" program, initiated by the Head of State. As is known, its goal is to support and develop initiatives with a focus on creating new jobs. It is noteworthy that the mentioned projects are import-substituting and export-oriented," summarized Vitaly Nevera.
