Chairman of the Investigative Committee Konstantin Bychek paid a working visit to the Vitebsk region. The head of the department took part in an operational meeting, which discussed the effectiveness of investigative work in the Vitebsk region over the past year and the outlines of its development in 2026.
 

 
The discussion was attended by the head of the regional department Alexander Gutska, his deputies, and the prosecutor of the Vitebsk region Andrey Skurat, as well as the heads of structural and territorial investigative units. This composition allowed for a comprehensive review of key issues – from general goals to specific tasks on the ground.
 
The meeting was opened by Alexander Gutska. His speech became a starting point for a substantive professional discussion on ways to improve the efficiency of investigation in the interests of the region's residents.
 
Deputies of the Head of the Investigative Committee – Alexander Khryanin and Vitaly Khvesyuk – spoke on their areas of activity, and participants also heard reports from the heads of territorial investigative units of the region.
 


 
In 2025, the Vitebsk region saw a 10.8% decrease in the number of registered crimes compared to the same period last year. There were fewer crimes committed by previously convicted individuals, while intoxicated, as part of a group, or by minors or with their complicity. The number of thefts and robberies, evasion of child support, hooliganism, and causing grievous bodily harm has decreased. At the same time, an increase in the number of registered crimes in the field of information and communication technologies was noted.
 
In 2025, over 15.9 thousand criminal cases were under the production of investigators in the Vitebsk region, with procedural decisions made in over 12 thousand of them. Property worth more than 28.2 million rubles was seized.
 

 
По материалам проверок и уголовным делам внесено более 2800 представлений об устранении нарушений закона, причин и условий, способствовавших совершению преступлений. По результатам их рассмотрения приняты меры дисциплинарного и материального реагирования в отношении 613 человек. В 96,5% случаев причины и условия совершения преступлений были устранены.

Прокурор Витебской области Андрей Скурат подчеркнул важность тесного взаимодействия между следственными органами и прокуратурой, акцентировав внимание на необходимости безукоризненного соблюдения уголовно-процессуального законодательства и усиления контроля на этапе приема и регистрации заявлений о преступлениях.
 
Председатель Следственного комитета Константин Бычек обозначил векторы работы сотрудников и поблагодарил за вклад в общие результаты.
 
«Все сотрудники Следственного комитета по Витебской области четко понимают, куда следует направить усилия для более качественного и профессионального выполнения поставленных перед управлением задач, ведь положительная динамика очевидна. Это свидетельствует о наличии возможностей для дальнейшего роста. Благодарю каждого из вас за вклад в достижение положительных результатов работы», – подчеркнул Константин Федорович.
 
В завершении мероприятия состоялось награждение следователей, достигших высоких результатов в служебной деятельности.

По итогам работы за 2025 год лучшими следователями территориальных следственных отделов области признаны Елена Колесникова (Витебский ГОСК), Алеся Лукашевич (Витебский РОСК) и Оксана Аглушевич (Шумилинский РОСК). Среди следователей следственного управления УСК лучшим стал Евгений Леонов. Сегодня из рук начальника УСК по Витебской области Александра Гуцко они получили ценные подарки.
 
Following the results of official activities in 2025, the best departments were the Vitebsk District, Orsha Interdistrict, and Shumilino District departments of the Investigative Committee.



After the meeting, the head of the regional department, Alexander Gutska, familiarized the Chairman of the Investigative Committee with the working conditions of investigators.

The head of the department visited offices, a gym, the duty room, archives, as well as premises where memory and traditions are carefully preserved. The museum of the department's history houses exhibits of historical significance for the agency.

A particularly strong impression was made by the memorial site dedicated to the relatives of employees who were participants in the Great Patriotic War, and the history room, which contains exhibits discovered on the battlefields of past wars during the "Memory Watch" search expeditions, in which investigators from the Vitebsk region participate. These are not just workspaces – they honor history and the connection between generations.
