The best companies in the country in the digital economy have been named in Minsk
On December 10, the winners of the IV competition "Leaders of the Digital Economy – 2025" were announced in Minsk. The award ceremony for the winners took place at the Renaissance Hotel in the capital. Competition awards were presented in 12 nominations.
About the competition
The Republican competition "Leaders of the Digital Economy – 2025" has been held in Belarus since 2022. The competition is aimed at promoting the implementation of the State Program "Digital Development of Belarus" for 2021–2025, approved by Resolution of the Council of Ministers of the Republic of Belarus No. 66 dated February 2, 2021.
The mission of the competition and the goal of the state program for the creation (development) of modern information and communication infrastructure, the introduction of digital innovations in economic sectors and "smart city" technologies, as well as ensuring the information security of such solutions coincide.
Conference
This year, on the eve of the award ceremony, a business conference "Digital Transformation of Enterprises and Industries in the Republic of Belarus" was held, which was attended by over 240 specialists from various departments.
The conference addressed key topics: digital data as a key strategic asset of the state; import substitution of foreign software; digital development of industries and regions; digitalization offices; the problem of staff shortages.
More than 15 experts from various organizations in Belarus and Russia spoke at the conference. Reports were presented by: the National Center for Personal Data Protection, OJSC "ASB Belarusbank", OJSC "Savushkin Product", OJSC "Bank Processing Center", and other Belarusian and Russian companies.
As part of the conference, an expert discussion was held: "Prospects and Problems of Implementing Digital Technologies in the Republic of Belarus 2025/2026," where participants discussed the direction of digital transformation in Belarus, the trends that will define the industry in 2025/2026, and the solutions already being implemented in major enterprises.
The discussion was attended by Stanislav Shumilov, Chairman of the Association for the Development of Smart City Technologies, Sergey Belan, Executive Director of OJSC "Banking Processing Center", Valery Taberko, Automation Director of OJSC "Savushkin Product", Yevgeny Tsvitinsky, Project Manager of ODO "YUKOLA-INFO-Brest", expert in digital transformation of leading industrial enterprises of the Republic of Belarus, Vladimir Stankevich, leading business analyst of the robotization department of OJSC "Center for Banking Technologies", Ilya Ignatov, Head of Partner Direction of LLC "Sherpa Robotics".

The culmination of the forum was the award ceremony, which summarized the work of experts and organizers in identifying the best enterprises in the field of digital development.
About 20 experts were involved in preparing expert opinions. In the course of their work, the experts also visited 7 organizations and studied the submitted products and solutions on-site.
More than half of the awards were presented in the "Product of the Year" nomination group, 28% of the awards were in the "Project of the Year" nomination group, and 18% were in the "Company of the Year" nomination group.
56% of the winners are traditional participants of the competition, and 44% are companies participating in the competition for the first time.
In the regional breakdown for 2025, the situation was as follows. Minsk traditionally led – companies from the capital region accounted for 2/3 of the total number of winners. In second place are enterprises from Brest and Grodno – 12% of winners each. The top three leaders are closed by enterprises from Vitebsk – 8% of winners.

Председатель экспертного совета конкурса, доктор экономических наук, профессор, заведующий кафедрой УИР Академии управления при Президенте Республики Беларусь Татьяна Ткалич подчеркнула, что в этом году, завершающем Государственную программу «Цифровое развитие Беларуси» на 2021–2025 годы, участники конкурса проявили высокую активность.
- The "Digital Economy Leaders" competition provides an opportunity for companies to synchronize their efforts in the field of digital development. Stars are born on this competition platform – we have leading companies, leading projects, leaders in implementing specific tasks for the specific needs of the Republic of Belarus.

Tatyana Shevtsova, Head of Administration of the Minsk Regional Executive Committee, noted that the "Digital Economy Leaders" competition allows companies to check their coordinates and understand the direction for development.
- We have leading companies, leading projects, leaders in implementing specific tasks for the specific needs of the Republic of Belarus. I wish all contestants success, self-confidence, and, of course, bright and positive impressions from current and future victories.
Tatyana Tkalich, Chairperson of the Competition Expert Council, Doctor of Economics, Professor, Head of the Department of Industrial Relations of the Academy of Management under the President of the Republic of Belarus, emphasized that this year, which concludes the State Program "Digital Development of Belarus" for 2021–2025, the competition participants showed high activity.
- All participants are very interested in presenting their best projects, showing how they master new technologies, implement projects from the perspective of technological advancement, industry relevance, how scalable these projects can be in other sectors of the economy, and what financial effects they yield. And we, the experts, are very pleased that the digital culture in our country is improving. There are projects where artificial intelligence technologies have found their reflection. Breakthrough digital technologies are used in almost all projects; 99% of our projects are on trend.
Tatiana Tkalich believes that the competition is important not only for companies to announce themselves; it is a good platform for participants to communicate, for their projects to find application in other areas of the economy.
- So, the competition is a platform that has a great future. The competition movement goes in two directions. Firstly, it is the popularization of projects. Those enterprises that have already announced themselves must move forward. They no longer have the right to stop. And secondly, we have no competition. This platform unites people and provides an opportunity to exchange opinions, discuss their problems, and talk about the directions in which we should develop further, she summarized.
According to the **Chairman of the Board of the Association "Belinfocom" Andrey Nareiko**, digitalization requires several components: government decisions, leaders who set these tasks, people who execute them, and consumers.
- The digitalization process cannot be stopped; it has already begun and is gaining momentum. Therefore, here, on this competition platform, I believe we all need to unite. Those who create this software, and those who set the tasks. And, of course, we need to train personnel because tomorrow there will be a shortage of specialists who can handle this, he concluded.
**Stanislav Shumilov, Chairman of the Association for the Development of Smart City Technologies**, admitted that he is familiar with some participants, including the winners of the competition.
- First and foremost, I want to note that these are not only professionals and leaders in their industry, but also very open, honest, energetic, and proactive individuals. This allows them not only to create high-tech products but also to aspire to leadership.
Chairman of the Association of Belarusian Banks Mikhail Provorov reported that he uses the applications of three banks and is very satisfied with the services, noting their high quality, good prices, and the security of the conducted operations.
- When implementing digital products, the most important thing is not to forget the person, your client, behind the digital aspect. And I think our colleagues are succeeding in this. Our country's banking system aligns with global trends, and we are keeping pace with the times: this includes instant payment systems, interbank identification systems, online cards, and online car loans. The client is the most important person; they always come first.
Expert, Chairman of the Expert and Supervisory Board of the International Research Institute of Digital Economy, Sociology, and Information Security Andrey Gorovenko emphasized the significance of the competition.
- This is a special platform where meetings and communication opportunities arise for representatives of business, government structures, and education. As a result of this communication, opportunities emerge to establish collaboration for creating projects and to understand the direction in which the country's digitalization should move. Considering that this competition has been held for several years, it can be confidently stated that it has become an important element of the digital development ecosystem, and digital development in general for Belarus.
Expert, Head of the Department of Information Systems and Technologies, Member of the Faculty Council of Computer Technologies at the Belarusian State University of Informatics and Radioelectronics (BSUIR) Anton Paramonov assessed the competition's opportunities from the perspective of the education sector.
- Here you can see how the country as a whole is developing. I want to thank the participants for their highly effective, high-tech, and highly intelligent products. I am very interested in participating in such projects because we are training personnel. You create products and services for people, and in order not to stop this conveyor in the future, we are trying to train appropriate personnel for you, focusing on the high level that you are setting today.
Expert, Associate Professor at the Department of Production Management and Real Estate Economics of BSTU Sergey Shavrov noted that the Digital Development Strategy for 2026–2030 provides for the development of the digital economy in 24 domains.
- The results of the competition show that our most developed domains are the banking sector and industry. I advise using the competition results to stimulate the development of the remaining domains, - he suggested.
Expert, Head of the Department of Intelligent Information Systems of the SSI "United Institute of Informatics Problems of the NAS of Belarus" Alexey Belotserkovsky compared the competition to an information fusion.
- The competition is a fusion because ideas are combined here. And the fact that people who managed to boast of their new achievements gathered here means that they have reached a new level of digital reality.
Expert, Head of the Department of Digital Economy of BSU Irina Karachun admitted that she enjoys telling students about digital solutions and products using the example of Belarusian companies, and addressed the competition winners.
- Your achievements inspire those who will come after you, who will help you create new technologies. Do not stop at what you have achieved, because we follow your achievements, use your products, and believe that they will only get better.

Special Competition Awards
By decision of the expert council, a number of companies have been awarded special competition prizes.
State Enterprise "IVC of the Minsk Regional Executive Committee" received an award for outstanding achievements in digitalization and the implementation of advanced IT solutions.
OJSC "Sber Bank" was awarded for its breakthrough in artificial intelligence, implementation of advanced digital services, successful digital transformation, and innovative solutions in the banking sector.
UP "IVC of the Ministry of Finance" was recognized with an award for its outstanding contribution to the digitalization of the financial and budgetary sphere and the implementation of advanced information systems and technologies.
OJSC "Belagroprombank" was awarded for the consistent and systematic implementation of its digitalization strategy, the introduction of advanced financial technologies, and the creation of an ecosystem of services ensuring the accessibility, speed, and security of banking services for every resident of Belarus.
OJSC "Savushkin Product" was awarded for its comprehensive and large-scale work on implementing innovative digital solutions at all stages of production. The company became the Grand Prix winner of the I "Digital Economy Leaders - 2022" competition and actively participated in the competition in 2023 and 2024.

The main intrigue of the competition is the determination of the absolute winner. This year, 4 companies reached the final: OJSC "Belarusbank", OJSC "InDev Solutions", UP "IVC of the Ministry of Finance", OJSC "Sber Bank".
For its significant contribution to the development of the digital economy of the Republic of Belarus, the Grand Prix was awarded to the Republican Unitary Enterprise "Information and Computing Center of the Ministry of Finance of the Republic of Belarus".
Sergey Filyutich, Head of the Financial Technologies Department of the Ministry of Finance of the Republic of Belarus, emphasized that the result of the information and computing center's work is not only the five products presented at the competition.
- The Information and Computing Center of the Ministry of Finance performs a wide range of work not only for the ministry but also for budgetary organizations, for insurance activities, and other areas, and it is very pleasing when the organization's work as a whole is recognized. Over its 50-year history, the ICC team has gained extensive work experience and competencies that enable the creation of in-demand digital products. I would also like to congratulate all the winners of the fourth competition who are investing their efforts and energy in the development of the digital internet and the country's digitalization.
