Vitebsk discussed issues of the effectiveness of state institutions ensuring the activities of the region's budget organizations
The meeting was chaired by the Chairman of the Regional Executive Committee, Alexander Subbotin, with the participation of the Chairman of the Constitutional Court, Petr Miklashevich, and the Assistant to the President – Inspector for the Vitebsk Region, Vladimir Yurgevich. City and district executive committees, and administrations of districts of the regional center joined the work via video conferencing.
The head of the northern region introduced new members of the Regional Executive Committee at the beginning of the meeting. In accordance with the decree of the President, Vladimir Godyatsky, Chairman of the Committee for State Control, and Sergey Kunakhovets, Military Commissar of the Vitebsk Region, were included in the composition of the Regional Executive Committee.
The key topic for discussion was the results of the work of state institutions providing services to budgetary organizations in the northern region. This refers to centers that perform accounting and other functions for the budgetary organizations under their supervision. Such centers were created to improve the efficiency of budget fund utilization in accordance with the decree of the head of state "On Ensuring the Activities of Budgetary Organizations" and began their work five years ago.
– Initially, there were 32 centers operating in the Vitebsk region; today, taking into account reorganization and optimization, there are 25: one at the district and city levels, and two at the regional level. After five years, it is already possible to summarize the results of their activities: what has been done, what is planned, and problematic issues. And to identify measures that need to be taken to make these centers work even more effectively, – Alexander Subbotin outlined.
In the northern region, the centers serve over 1290 budgetary organizations with a staff of more than 54 thousand. The vast majority are educational institutions: over 840. The centers also serve cultural and sports institutions, archives, primary level executive committees, and a number of other organizations.
In addition, they perform other functions, including the maintenance of state property, the organization of labor protection measures, fire safety, the storage of inventory and equipment, personnel management, the provision of road transport services, including the transportation of children to and from school, and the delivery of food products to educational institutions.
– The creation of these centers has legalized the activities of centralized accounting departments that existed within various budgetary institutions, optimized staffing levels, and increased the salaries of accounting service employees, – clarified Yevgeny Korostik, head of the main financial department of the regional executive committee, during his report. – In 2024, 53.5 million rubles were allocated for the maintenance of these centers in the Vitebsk region. These expenses are primarily current: labor costs, utilities, and other services necessary for the centers' operation. A small portion remains for the renewal and strengthening of the material and technical base.
The efficiency of the centers' work, their functions, staff composition and retention, opportunities for increasing wages and providing specialists with rental housing, and compliance with budget legislation – these and other issues were discussed at the open meeting. Special attention was paid to problematic aspects, including the correctness of public procurement procedures, and ways to resolve them.
– The work of the centers as a whole can be considered satisfactory. The movement of funds through the organizations' accounts is ensured without interruption, salary payments are made, taxes are paid on time, and accounting, financial, statistical, and other information is submitted. The transportation of students and food products to educational institutions is organized at an appropriate level, – concluded Yevgeny Korostik.
