During the regional executive committee meeting, Nikolai Sherstnev aimed to develop a clear concept for the waste management system.
The close attention to the collection of such raw materials is explained simply: humanity has reached a level in its development to give it a second life. The volume of waste is growing every day, and this is a valuable resource. The presence of garbage chutes in the residential sector significantly hinders the sorting of solid waste for secondary raw material procurement. Among the disadvantages of garbage chutes, one can also include the associated unsanitary conditions.
Today, they are closed in 14 residential buildings, which is 5.6% of the established target. According to the results of the monitoring conducted, citizens are not yet ready to abandon garbage chutes, and the construction of houses without such amenities will cause complaints and grievances from residents, noted Igor Isachenko, Chairman of the Committee for Architecture and Construction of the Regional Executive Committee. Therefore, residential buildings that are being built and planned for construction in our region are equipped with such elements. Alexander Terekhov, Minister of Housing and Communal Services of the Republic of Belarus, who took part in the meeting of the Regional Executive Committee, nevertheless emphasized the need to build apartment buildings without garbage chutes, and in this regard, it is important to conduct explanatory work with citizens. "Refusal of garbage chutes and separate collection of secondary resources will reduce the cost of tariffs for waste removal and disposal," explained Alexander Terekhov. The benefit is twofold: a smaller utility bill and a benefit for the economy.
Nikolai Sherstnev adheres to the same position, who is convinced that container sites for separate waste collection are a good alternative to garbage chutes. "In this matter, we need to proceed from world experience and train our citizens. After all, there is nothing difficult in dropping empty
glass bottles into one container, plastic into another, and unnecessary paper into a third. However, when equipping special sites, there are certain issues related, for example, to dense development and access roads for garbage trucks. But when designing houses, all these aspects must be taken into account and the future must be considered," stated the chairman of the regional executive committee. Such a step will allow changing the volumes of waste generation and preventing its harmful impact on the environment, citizens' health, and also maximizing the involvement of waste into circulation as secondary raw materials.
Analyzing the implementation of the measures of the State Program for the collection (procurement) and
processing of secondary raw materials in the Republic of Belarus for 2009-2015,

focused on the positive changes in the formation of the system of management of secondary material
resources. "During this period, new production facilities for
waste sorting and its use in the heat and power industry have been created in our region. In cities
and district centers, separate collection of household waste and extraction of main types of secondary material
resources have been organized. The system of collection points has significantly developed. Collection points for used batteries,
mercury-containing lamps, and decommissioned household appliances have been opened, including in
retail outlets," said Yuri Adamovich.
According to the results of the first half of 2016, the northern region is lagging in fulfilling the targets for the volumes of collection and orders for the supply of secondary raw materials for republican state needs. And primarily, this is due to the increase in the set indicators. The participants of the discussion concluded that to implement the plan for the current year, it is necessary to develop a network of secondary raw material collection points and a system for separate waste collection. The developed algorithm of actions will allow maximizing the involvement of waste into circulation as secondary raw materials and improving the mechanisms of economic stimulation for the collection and procurement of waste.
