Nikolai Sherstnev demanded that a construction industry system be built from scratch in the region, taking into account modern requirements
Today, there are many opportunities for this sector to become one of the key drivers of economic growth. It would seem that housing construction is an indicator that, to a certain extent, "pulls" the entire industry. However, some indicators of its development are failing. Most of the issues are widely discussed and visible, as they concern many citizens. And this, first and foremost, is the delay in commissioning housing. Therefore, the urgency of the pressing problems determined the business tone of the regional executive committee meeting.
— This year, the region's housing stock has increased by 166.7 thousand sq. m, which is 57.7% of the planned figure for 2016, — said Igor Isachenko, Chairman of the Committee for Architecture and Construction of the Regional Executive Committee.
It would seem that the overall picture is positive, but in Rossony and Novopolotsk, two apartment buildings are being built with exceeding normative deadlines. The village of Luzhesno in the Vitebsk region has joined this list, where the construction of a 40-apartment residential building is being delayed by 17 months. The 108-apartment building in Orsha has received the "label" of problematic. However, some already completed facilities have not been without significant remarks on the quality of work, and, as a consequence, their commissioning was disrupted. The occurrence of such situations in the region should be considered an emergency, not perceived as a common practice, the participants of the discussion are convinced.
— Housing construction is not only a socio-economic category but also a political one. Behind the people, if their house commissioning is disrupted, are relatives and loved ones. Based on this, public opinion about the entire industry as a whole is formed, — noted Leonid Anfimov, Chairman of the Committee for State Control of the Republic of Belarus.

In turn, Nikolay Sherstnev demanded that order be urgently established in the industry and that it be brought to a new level of development.
– Today, it is necessary to preserve the construction industry in such a way as not to lose highly qualified specialists and good workers. We must build a new system taking into account the requirements of modernity. We need to create a minimally costly but highly professional production, – the head of the region instructed.
At the same time, Nikolay Nikolaevich asked the participants of the discussion about their vision of ways to overcome the current situation. Thus, the General Director of KUPPSP "Polotskselstroy" Alexander Semenov is convinced that tenders are ruining the industry.
— We cling to a cheap project, and no one knows the final result. The construction complex will not be saved by exports either, which we are betting on today. This will only play a role for individual enterprises that have high-tech proposals, – said Alexander Mikhailovich, emphasizing the importance of increasing profits by reducing costs.
The Chairman of the regional executive committee instructed the specialists to develop in more detail the tools that will bring the entire construction system of the Vitebsk region to a new level as "homework." Despite the fact that assessments of the industry were voiced, the main conclusions and decisions are yet to come.
