Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, during the personnel day this week appointed and approved the extension of contracts for another group of managers.


Among those appointed are the First Deputy Chairman – Head of the Department of Agriculture and Food of the Senno District Executive Committee, Mikhail Kiselevich; Directors of Open Joint Stock Companies "Olshanka" of Braslav District and "Priozerny Mir" of Shumilino District, Vasily Dzetko and Anatoly Tereshko, as well as the Director of Senno Rayagroservice, Sergey Ivanov.

The analysis of the economic performance of the farms, which accompanied the personnel decisions, showed that the head of the region continues the course towards strengthening the leadership of the agro-industrial complex in the regions and the director corps of agricultural enterprises, betting on people capable of quickly ensuring positive changes in the qualitative indicators of work and building a competent strategy for further development.

The regional leadership proceeds from the fact that the current purchase prices for milk and meat make animal husbandry a profitable production. High milk yield per cow, supplying it with "extra" grade, the maximum number of calves per hundred head of breeding stock, and good average daily weight gain of cattle on fattening are the main sources of income for the enterprises' treasury, from which current expenses and salary payments are financed.

Meanwhile, according to the data of the Ministry of Agriculture and Food of the Republic of Belarus for January-September of the current year, the growth rate of agricultural production volumes in the public sector of the region was 101.1% compared to the 2015 level, while for the republic it reached 107.2%. The number of unprofitable processing and agricultural enterprises has increased. This is largely due to the unsatisfactory state of affairs in animal husbandry. Vitebsk region has the lowest indicators for cattle weight gain, milk yield per cow, gross milk production, and its sales.

According to Nikolai Sherstnev, the origins of this situation

work – in low technological and executive discipline. "There is mismanagement at the enterprises, and lack of control at the district and district agricultural departments," he identified the main reason for the current situation.

The governor supported the position of the first deputy chairman of the committee for agriculture and food of the regional executive committee, Vladimir Masher, that a dictatorship of technology must be established in the agro-industrial complex of the region, and strict accountability must be demanded for non-compliance with feeding and animal husbandry regulations. But first, the chairman of the regional executive committee emphasized, explanatory work should be carried out among livestock breeders, teaching people what and how to do to achieve positive results.

Compliance with technologies will allow increasing production volumes, reducing costs, and improving efficiency, which will lead to an increase in labor productivity and wages for both employees of dairy farms and livestock complexes, and specialists of the farms.

Addressing the leaders for further work, the chairman of the regional executive committee emphasized:

– You are at the origins of the economy in the regions. Your task is not to get bogged down in the routine of daily affairs, but to set work priorities, to be leaders with a capital L.
