On comprehensive checks of the effectiveness of the work of prevention entities

For the past five years, the Vitebsk Regional Prosecutor's Office has consistently practiced conducting comprehensive inspections of the effectiveness of preventive measures by entities in specific regions.

Thus, in order to intensify the activities of preventive entities, the regional prosecutor's office, together with the Internal Affairs Directorate of the Vitebsk Regional Executive Committee, the Ministry of Emergency Situations with relevant territorial subdivisions on the ground, organized and conducted comprehensive inspections of the enforcement of legislation by preventive entities in preventing offenses in the Chashniksky, Beshenkovichsky, Lioznensky, Tolochinsky, Rossonovsky, Polotsky, Gluboksky, Dokshitsky, Lepelsky and other districts. A number of regions were visited repeatedly.

During such supervisory activities, a group of employees from the regional prosecutor's office, the Ministry of Emergency Situations, and the Internal Affairs Directorate travels to the selected region. Prior to this, the crime situation is thoroughly studied in the context of the administrative territories of the district (city), and visits to certain categories of persons under preventive supervision are planned.

The regional prosecutor's office also studies the activities of territorial internal affairs bodies, rural executive committees, public order protection councils, social security, education, and healthcare bodies. Taking into account the existing problematic issues, the focus in analyzing the effectiveness of work is placed on the order of interaction between local authorities and the law enforcement bloc.

In addition, with the assistance of the police, the consideration of the behavior of certain individuals at extraordinary meetings of public order protection councils, in respect of whom preventive measures are required, is ensured.

In 2019, at the suggestion of the leadership of the Vitebsk Regional Department of the Ministry of Emergency Situations, this practice of comprehensive regional inspections was further developed through a more active role of the Ministry of Emergency Situations bodies. In particular, it was proposed to revise the mechanism of operation of inspection commissions, which previously focused their efforts solely on identifying violations of fire safety rules.

However, it was rightly noted that the roots of many social problems – both crime and

emergencies, are drunkenness, unemployment, family disharmony. Involving representatives of all prevention entities in the work of inspection commissions will allow for a comprehensive study of the issues of both individual families and corresponding territories.

For the first time, such an approach was applied during a comprehensive inspection of the implementation of legislation on prevention in the Rossony district in February of the current year.

Representatives of regional state bodies were involved in this work – the Ministry of Emergency Situations, the Department of Internal Affairs, the Committee for Labor, Employment and Social Protection, the Main Department for Education, the Main Department for Healthcare, the Department of Housing and Communal Services of the Vitebsk Regional Executive Committee, which allowed for a more principled and objective assessment of the work of the services of the Rossony district.

The results of the work done were discussed at a working meeting with the Chairman of the Rossony District Executive Committee and will be reflected in the submission prepared for him on the elimination of identified violations of legislation on the prevention of crimes and other offenses.
