On improving the effectiveness of the work of prevention entities in the Sennensky district
The inspection showed that the measures taken by the district's state authorities and public associations in the sphere of crime prevention have achieved positive results in the operational situation. Over the past 5 years, the number of crimes has decreased by more than 20%. A positive trend of crime reduction is also observed in the current year.
At the same time, the nature of modern crime requires the continuation of active work by all state institutions on crime prevention and the systemic solution of social problems that negatively affect law and order.
In particular, the work of prevention entities in preventing crimes against life and health of citizens needs improvement. The district is experiencing an increase in serious and particularly serious crimes, including murders.
At the same time, the materials of criminal cases indicate that murders and other crimes against individuals were, as a rule, committed on the grounds of family and domestic relations, after joint consumption of alcoholic beverages by the perpetrator and the victim. However, despite the clear distress in families and the antisocial behavior of these individuals, in a number of cases, they actually fell out of the sight of prevention entities, which did not allow preventing a particular crime.
The public order protection points have not fully utilized their capabilities to promptly identify citizens prone to unlawful behavior and to conduct active educational work with them.
The preventive work of the probation service of the Senno District Department of Internal Affairs with registered individuals also needs to be more effective, as recidivism in the district accounts for more than 33 percent of all crimes. The lack of proper control from
In addition, issues related to the social rehabilitation of persons released from places of deprivation of liberty require immediate resolution.
More than 14 percent of crimes in the district are committed by persons under the influence of alcohol. At the same time, proper interaction between law enforcement agencies and narcologists is not established, including in the sphere of combating alcohol abuse by persons registered with the criminal executive inspection. Measures are not always taken for the compulsory delivery of such persons to a narcologist. Also, issues of sentence enforcement regarding the implementation of security measures and compulsory treatment for alcoholism are not fully controlled.
In the structure of crime, theft accounts for more than 47 percent, and their detection rate has also worsened. Heads of enterprises and organizations did not always take adequate measures to comply with the requirements of the legislation aimed at preventing mismanagement and theft of property (OAO "Studenka", OAO "Sennensky rayagropromservis", OAO "Belaya lipa", and others). Fire safety measures are not observed everywhere (OAO "Siniagorskoe", OAO "Purplevo", and others).
The control over the observance of labor rights of employees by state authorities has weakened, as in the current year, cases of untimely payment of wages were systematically allowed in organizations. First and foremost, this problem is characteristic of agricultural enterprises.
Based on the results of the inspection, an informational note was sent to the Chairman of the Sennensky District Council of Deputies. This note was considered on 08/30/2016 at a session of the Council of Deputies, at which the first deputy prosecutor of the region, A.V. Sidorovich, made a proposal to take organizational measures aimed at increasing the role of local authorities and the deputy corps in strengthening legality and preventing offenses in the places of residence of the population.
