On the results of supervisory activities for the prevention of livestock mortality

Issues of livestock mortality prevention are under constant control of the Vitebsk region prosecutor's offices; systematic inspections of compliance with technological, veterinary and sanitary rules and norms at livestock facilities are carried out, and a set of measures is being implemented to ensure the safety of cattle.

Regarding cattle maintenance issues, since the beginning of 2020, 48 submissions have been made, 196 individuals have been brought to disciplinary responsibility, 47 to administrative responsibility, and 103 employees to material responsibility for an amount of 18,589 rubles; 60 lawsuits have been filed for compensation of damages caused by livestock mortality and shortage in the amount of 15,546 rubles.

The systematic nature of violations identified by the prosecutor's offices indicates a lack of daily control over work processes in the farms. There is a shortage of specialists in veterinary and zootechnical services, milking machine operators, and calf attendants who have undergone special training and possess knowledge of technological requirements for cattle maintenance. The results of supervisory activities indicate the elimination of identified violations upon the prosecutor's requirements and some improvement in ensuring the safety of property at agricultural facilities.

In the vast majority of cases, unproductive cattle loss is associated with inadequate feed quality, non-compliance with veterinary and sanitary requirements for livestock premises, violation of the feeding scheme for newborn calves with the first portions of colostrum, and feeding technology for cows. Due to the lack of working capital, farms do not conduct studies on the protein content in feed and other indicators.

The production of cattle growing products for the past period of 2020 amounted to 54.7% of the plan set by the State Program for the Development of Agrarian Business for 2016-2020, approved by the Resolution of the Council of Ministers of the Republic of Belarus of March 11, 2016 No. 196.

For example, the losses of agricultural enterprises in the Sennensky district in the livestock industry for August 2020 amounted to 352 thousand rubles, or 28.1% of the wage fund.

losses: due to the low quality and marketability of milk, from the sale of cattle with low condition, 88 thousand rubles; due to unproductive culling of livestock, 19 thousand rubles. The largest losses were incurred by OJSC "Sinegorskoye" - 82.4% of the wage fund, OJSC "Belenevo" - 54.2%.

At the time of visiting MTK-800 of OJSC "Belenevo" in Senno district (commissioned in 2016), the cowshed was covered in manure, construction debris and boards were found in the straw bedding, lighting openings were dirty, sanitary days were not observed, stray animals had free access, and auxiliary premises were cluttered. Milk yield sensors were out of order, control milkings were not carried out. Milking equipment was left outdoors in an improper location. Trench filling was carried out with delays, the film cover was secured with straw and debris, and fencing and signage were missing. As a result of tests, silage samples were recognized as silage, which will lead to further losses in livestock production.

Due to diseases associated with violations of feeding and livestock maintenance requirements, 24 heads of cattle have already died at OJSC "Belenevo" in the past period of 2020.

At the request of the regional prosecutor's office, 4 officials were brought to disciplinary responsibility.

Facts of improper accounting of livestock movement and maintenance of primary accounting documents, as well as the entry of unreliable information into official documents on the sale and death of livestock, are being identified everywhere. To date, weighing is carried out using a measuring tape.

In the inquiry bodies of the Vitebsk region, 44 applications and reports of crimes in the field of animal husbandry related to abnormal cattle culling have been registered, and 12 criminal cases of this category have been initiated.

Similar inspections will be continued by the prosecutor's offices in the future.
