On the state of industrial injuries in organizations of the Vitebsk region for 9 months of 2021

According to operational data from the Vitebsk Regional Department of the State Labor Inspectorate, in organizations of the Vitebsk region for 9 months of 2021, 11 people died as a result of industrial accidents (9 months of 2020 – 11) and 59 people received severe industrial injuries (69). Thus, for the given reporting period, there is a decrease of 10 cases leading to severe industrial injuries (a decrease of 15%).

For 9 months of 2021, in organizations of the Vitebsk region, as in the same period of 2020, 3 people died in road traffic accidents (which accounted for 27.3% of the total number of deaths. The number of severe industrial injuries resulting from road traffic accidents for 9 months of 2021 compared to 2020 significantly decreased from 10 people to 5, which accounted for 8.5% of the total number of severely injured.

It should also be noted that for 9 months of 2021, in addition to the specified 11 fatal accidents on record, 44 people died at work due to the employee's illness (9 months of 2020 – 42, 9 months of 2019 – 37, 2019 – 52, 2018 – 57, 2017 – 43, 2016 – 41, 2015 – 32).

For 9 months of 2021, an increase in fatal industrial injuries was noted in organizations of the Administration of the Pervomaisky District of Vitebsk – 4 (9 months of 2020 – 0) and, accordingly, in organizations of Vitebsk – 5 (3), in organizations of Braslavsky, Verkhnedvinsky, Vitebsky, Dokshitsky, Postavsky districts – 1 (0). At the same time, the number of fatal injuries for the given reporting period remained at the 2020 level in organizations of the Orshansky district, Administration of the Oktyabrsky district of Vitebsk – 1 (1).

An increase in accidents leading to severe industrial injuries in the current period of 2021 compared to 9 months of 2020 was noted in organizations located in the territories of: Dokshitsky, Lepelsky, Rossony – 1 (0), including in organizations located in Novopolotsk – 7 (4); Tolochinsky district – 4 (2); Administration of the Zheleznodorozhny district of Vitebsk

– 4 (3), Pervomaysky district of Vitebsk – 6 (5), Gluboksky, Sharkovshchinsky districts – 2 (1). The number of accidents that resulted in severe injuries in organizations of the Polotsk district remained at the previous year's level – 5 (9 months of 2020 - 5), Miorsky, Postavsky districts – 2 (2); Senno, Braslavsky districts – 1 (1).

For 9 months of 2021, a decrease in fatal accidents is noted in organizations of communal ownership from 6 to 4 cases, while an increase in fatal injuries is noted in healthcare organizations - 1 (9 months of 2020 – 0). The accident occurred as a result of a traffic accident (the victim was hit due to violation of traffic rules by the driver (a third party)). It should be noted that in agricultural organizations, the number of fatal injuries remained at the 2020 level – 3 cases.

For the reporting period of 2021, the number of people killed at work in organizations without departmental subordination decreased from 6 accidents to 5 compared to 2020.

For 9 months of 2021, a decrease in the number of workplace accidents leading to severe injuries in organizations of communal ownership is noted, from 43 to 31 cases, including in agricultural organizations from 26 to 18. At the same time, an increase in the number of accidents related to production and leading to severe injuries is noted in organizations of architecture and construction from 3 to 7 cases, food and light industry from 0 to 1.

For the specified period of 2021, the number of fatal occupational injuries in organizations of republican ownership increased compared to 2020 from 1 to 2 cases, in organizations of the Ministry of Transport and Belkoopsoyuz.

In the current reporting period, an increase in the number of accidents leading to severe injuries in organizations of republican ownership is noted (from 10 cases to 14), with an increase in such cases noted in organizations subordinate to the Belneftekhim concern (from 2 to 4), the Ministry of Forestry (from 2 to

3), Bellegprom – 1 (9 months of 2020 - 0).

In organizations of the Ministry of Transport and other government bodies, the number of severely injured remained at the 2020 level (2 cases each), and in organizations of NAS of Belarus, there was one case each.

It should be noted that during this reporting period, compared to 2020, the number of cases of occupational injuries among employees in a state of alcohol intoxication decreased. In the region's organizations for 9 months of 2021, 1 fatal occupational accident was registered involving an employee in a state of alcohol intoxication, and 4 cases resulted in severe occupational injuries (the same period in 2020 saw 3 fatal cases and 5 resulting in severe injuries).

Based on the results of completed investigations for the 9 months of 2021, the following characteristic causes of accidents have been identified, the number of which has increased compared to the same period last year or has remained at a consistently high level:

- non-fulfillment of labor protection duties by managers and specialists – 16% (15.6%);

- violation of labor and production discipline, labor protection instructions by the victim – 16% (17.4%);

- unsatisfactory condition and deficiencies in the organization of workplaces – 6.7% (2.8%);

- violation of safety requirements during the operation of faulty machinery, mechanisms, equipment, tooling, instruments, and vehicles – 5.3% (3.7%);

From January to September 2021, state labor inspectors conducted the following from a total of 242 supervisory activities: 111 (72) inspections, 65 (21) monitoring activities, 49 selective and 17 unscheduled inspections. During these activities, 7878 (4518) violations of labor and labor protection legislation requirements were identified and ordered (recommended) for elimination.

In organizations, following supervisory activities and upon the instruction of state labor inspectors, 414 employees were suspended from work for not undergoing training, labor protection knowledge testing, or for not using required protective equipment.

personal protective equipment, ensuring labor safety, who have not undergone a medical examination in cases and in the manner prescribed by law.

Based on the materials from state labor inspectors, 216 authorized employer officials who violated labor and occupational safety legislation were brought to disciplinary responsibility.

During the implementation of these preventive measures, state labor inspectors suspended the operation of 374 units of machine tools, machines and other equipment, 15 workshops (sections), and 10 construction sites.

For January-September 2021, based on the results of supervisory activities conducted in the region's organizations, as well as taking into account information received by the department regarding signs of administrative offenses for violations of labor and occupational safety legislation, 571 officials and 90 employers (employers, individual entrepreneurs) were brought to administrative responsibility in the form of a fine totaling 105.165 thousand rubles.

In addition, from January to September 2021, state labor inspectors conducted 65 special investigations of industrial accidents. Based on the results of the special investigations, 50 orders were issued to eliminate 315 identified violations of occupational safety legislation, which indicated the need to bring 38 officials who violated the requirements of current legislation to disciplinary responsibility, 5 employees were suspended from work, and the operation of 3 units of equipment and one section was suspended.

For violations of the procedure for investigating accidents, state labor inspectors brought 18 officials to administrative responsibility in the amount of 5.355 thousand rubles.

Summarized information on the results of work during the 9 months of 2021 was promptly sent to interested parties, including relevant state administration bodies, city/district executive committees, etc. (715 information items were sent), including to prosecutor's offices (277 information items) and 21 information items to trade unions.
