On administrative procedures

Citizens of our country frequently apply to government bodies for various reasons. Historically, this procedure had a bad reputation among the people. Bureaucratic "red tape" was an integral part of citizens' applications, both under Tsarist Russia and the USSR. It could take months and years to obtain the necessary responses or permits. Moreover, such a bureaucratic machine was not only inconvenient for citizens but also significantly hindered the functioning of the state itself. That is precisely why, at the latest stage of lawmaking, increased attention was paid to this problem.

The issue of citizens' applications to government bodies is regulated by a significant number of regulatory legal acts, including presidential decrees. Previously, this issue was primarily regulated by Decree of the President of the Republic of Belarus of March 16, 2006 No. 152 "On Approval of the List of Administrative Procedures Carried Out by State Bodies and Other State Organizations upon Applications of Citizens," as well as partially by some other presidential decrees. However, in order to further improve the work of state bodies and other organizations with citizens, they were replaced by Decree of the President of the Republic of Belarus of April 26, 2010 No. 200 "On Administrative Procedures Carried Out by State Bodies and Other Organizations upon Applications of Citizens." According to it, the Decree of 2006 and a number of others lost their force, and amendments were made to a significant number of other Decrees.

This decree established a list of administrative procedures carried out by state bodies and other organizations upon applications of citizens. The list covers various spheres: housing, labor and social protection, civil status registration, and others. In addition, for each procedure in the list, the state body (or other organization) to which one must apply for a specific issue is indicated, and the list of necessary documents is specified. The list also establishes the cost of the administrative procedure (most of them are free of charge), the maximum period for its implementation, and the validity period of documents.

Thus, this Decree is designed to improve the mechanism for citizens' applications to state bodies and other organizations, to optimize and improve the legislative framework on this issue.
