On the effectiveness of the activities of public law and order protection councils

Councils of public law and order protection units (Councils of POPP) play a crucial role in carrying out prevention in the relevant territory, with the overall management of their activities being carried out by the relevant local executive and administrative bodies.

As the results of inspections and the analysis of prosecutorial supervision practice show, the issue of the effectiveness of the activities of the aforementioned prevention entity is problematic due to the fact that in most cases, Councils of POPP choose preventive conversation with individuals summoned and considered at meetings as their main function, and their powers in terms of considering issues of legality and law and order and taking measures to improve the situation in the supervised territory are not fully utilized.

In a number of cases, Councils of POPP do not pay due attention to the development of specific measures for crime prevention, the work plans of the councils for the current year completely duplicate the work plans for the past period, and the procedure for conducting individual preventive work with individuals summoned to council meetings often causes complaints.

In order to identify and eliminate such shortcomings in work, as well as to directly conduct preventive conversations with individuals whose unlawful behavior deserves attention, the regional prosecutor's office actively participates in holding council meetings in the regions.

For example, on February 13, 2019, participation was taken in a meeting of the POPP council of the Zadubrovskoye rural executive committee, as on the territory of this rural council, a resident of the village of Sloboda, Pavlov V.A., committed the murder of two elderly women living in this territory at the beginning of the year.

In addition, with the participation of prosecutors from the regional prosecutor's office, unscheduled meetings of POPP councils were held at the meetings of all rural councils of the Rossony district in February 2019, at which individuals whose behavior requires preventive impact were considered, and the procedure and organization of the councils' work were studied.
