On the supervision of the enforcement of legislation in the agro-industrial complex of the region
Prosecutor's offices annually conduct inspections of compliance with legislation on the management and preservation of property, labor, and occupational safety by agricultural organizations during spring field work.
Since the beginning of 2020, inspections have been most actively carried out regarding compliance with technological, veterinary and sanitary rules and norms at livestock facilities, ensuring the preservation of agricultural machinery and other material assets in agricultural organizations during the winter period, and compliance with labor rights and organization of work for employees.
The results of supervisory activities indicate the elimination of identified violations in accordance with the requirements of the prosecutor's office and some improvement in ensuring the preservation of property at agricultural facilities. A decrease in cattle mortality on farms is noted. At the same time, the Head of State's requirement to compensate for damages caused by livestock mortality is not always fulfilled.
Personal indiscipline of officials and employees, and reduced control over work processes create conditions for committing offenses.
Over the past period of 2020, based on the results of supervisory measures, prosecutors have prepared 14 submissions, 18 orders to bring farm workers and specialists to disciplinary responsibility, and 8 instructions to initiate administrative proceedings.
The main source of salary payments is the supply of milk and meat products to processing enterprises. At the same time, farms allow the supply of milk of inadequate quality to processing enterprises. Under the guise of feeding calves or selling to employees, actually low-quality milk due to contamination is concealed (Braslavsky, Gluboksky, Ushachsky, Chashniksky, Shumilinsky, Miorsky, Lioznensky and other districts).
Inspections during the spring field work of 2020 consistently revealed instances of machinery being released into the fields without undergoing state technical inspection, lacking necessary documents, medical kits, and fire extinguishers, and failure to take proper measures for fencing and maintaining order in machine yards.
Egregious cases of using equipment not registered in the prescribed manner, not on the balance sheets of enterprises, and not admitted to participate in road traffic are allowed.
In particular, at KUP "Yazno" in the Miory district, 4 trailers converted for milk transportation are operated, the corresponding documents are missing, and state technical inspection has not been passed. In addition, people are transported on them, which became one of the reasons for a farm worker receiving grievous bodily harm.
Based on the results of supervisory measures during the sowing campaign, district prosecutors have submitted 20 representations, 30 farm workers have been brought to disciplinary responsibility, and 16 individuals have been brought to administrative responsibility.
During agricultural work on fodder preparation and the harvesting campaign, prosecutors will monitor the elimination of previously committed violations.
