An open competitive selection of research works on the development of the "smart city" concept for the city of Orsha and Orsha district, and a plan for its implementation with the involvement of funds from the innovation fund of the Vitebsk Regional Executive Committee, has been announced.
An open competitive selection has been announced for the organization to perform research and development work on the concept of a "smart city" for the city of Orsha and the Orsha district and its implementation plan with the involvement of funds from the innovation fund of the Vitebsk Regional Executive Committee.
The open competitive selection is carried out in accordance with the decisions of the Vitebsk Regional Council of Deputies dated March 21, 2019, No. 83 and No. 84.
Customers: Ministry of Communications and Informatization of the Republic of Belarus, Vitebsk Regional Executive Committee, Orsha District Executive Committee.

Terms and place of submission of documents:
Documents for participation in the competition are accepted from the moment of publication of this announcement until 10:00 on September 25, 2019 at the address: Vitebsk, Gogol St. 6, Vitebsk Regional Executive Committee Economics Committee, office No. 307 from 8:00 to 17:00.
Documents received after the specified deadline will not be considered.
Documents are submitted in sealed envelopes marked "Open competitive selection for the development of the concept of a "smart city" for the city of Orsha and the Orsha district and its implementation plan".
Work completion deadline: no later than December 15, 2019.
Estimated financing volume: up to 50,000 Belarusian rubles.
Participants of the open competitive selection may be:
legal entities and individual entrepreneurs registered both within and outside the territory of the Republic of Belarus.
Requirements for participants of the open competitive selection:
the participant's experience in conducting research and development work over the past five years.
Documents to be submitted for participation:
- application for participation in the open competitive selection;
- certificate of state registration of the organization;
- information confirming the experience in conducting research and development work over the past five years (certified copies of completed contracts, customer reviews, implementation acts, etc.);
- feasibility study of research and development work, including stages, timelines, and scope of work;
- preliminary estimate of fund usage;
- other documents and materials related to the execution of work.
Requirements for the work performed:
The following shall be used as guiding documents for the development of the "smart city" concept:
Strategy for the Development of Informatization in the Republic of Belarus for 2016–2022, approved by the Presidium of the Council of Ministers of the Republic of Belarus (Minutes of November 3, 2015 No. 26);
Standard Concept for the Development of "Smart Cities" in the Republic of Belarus, approved by the Minister of Communications and Informatization of the Republic of Belarus on June 5, 2019 (DOWNLOAD);
regulatory legal acts of the Republic of Belarus regulating issues of informatization, creation of information technologies, systems and networks, formation of information resources, and ensuring information security.
The work on the creation and implementation of "smart city" technologies should be systematic, characterized by a comprehensive approach, and provide for the development of all aspects of city life using digital solutions.
The development and implementation plan of the research and development work includes the following stages:
First stage. Conducting research.
Monitoring of the city of Orsha and the Orsha district for necessary (possible) digital transformations and readiness for their implementation and introduction in various aspects of the population's life.
As part of this monitoring, an understanding of the city, the specifics of its development, and the needs of its residents should be formed.
The results of the work should reflect the level of socio-economic development of the region, identify objects and their role in the development of "smart city" technologies, the starting capabilities of the region's information and communication infrastructure, applied IT solutions, designate potential "growth points" and the availability of conditions for residents of the region to use "smart city" technologies.
Initiating citizen engagement in the process of transforming city life by presenting their ideas and wishes, as well as ways to improve their lives using digital solutions.
Assessment of the starting conditions and resource base for the development of the most promising areas for the implementation of new technologies, as well as aspects requiring priority improvement.
Analysis of the possibility of applying in the Orsha region the results aimed at the formation and development of the sectoral (inter-sectoral) informatization infrastructure, implemented (being implemented) within the framework of state programs and contributing to the implementation of IT solutions in the socio-economic processes of the Orsha region at the sectoral and regional levels.
Study of existing technical solutions in the field of "smart city" technologies in the Belarusian market with an assessment of the feasibility and readiness for their implementation in the Orsha region.
Second stage. Adaptation of the typical concept for the development of "smart cities" in the Republic of Belarus, approved by the Ministry of Communications and Informatization of the Republic of Belarus, to the Orsha region.
Definition of specific goals for the development of a "smart city" and tasks for its development, analysis of the current situation, including the level of application of information technologies, justification of priority areas for the development of "smart city" technologies.
Third stage. Development of a detailed "smart city" concept and its implementation plan for the Orsha region.
To achieve the goals of the concept, an implementation plan (roadmap) should be developed, which must
define projects in the priority areas selected, their implementation timelines, responsible executors, and expected results (including quantitative indicators of their achievement).When forming the implementation plan, it is necessary to provide for the introduction of IT solutions initiated or implemented at the republican and sectoral levels, as well as the integration of IT solutions of the Orsha region to ensure accelerated adaptation of the informatization infrastructure being formed in the Orsha region, and adherence to unified approaches in performing standard processes (organization of interdepartmental interaction of state information resources and systems through the general state automated information system, use of unified identification tools – electronic digital signature, unique identifier, and others).
In order to implement the plan's projects, it is necessary to provide a section describing the methods of their implementation (procedure for determining executors, possible sources of funding for works, methods for monitoring project execution, and others).
When choosing project implementation methods, the following should be considered:
de-bureaucratization of the state apparatus;
compliance of solutions with the real needs of the population of the Orsha district, taking into account their opinions when developing "smart city" solutions;
creation of "model objects" on the basis of which the development of technological innovations is possible for scaling the most successful solutions within the Republic of Belarus;
identification of objects and/or subjects capable of acting as technological and/or system integrators of "smart city" projects.
The concept should address the issues of subsequent application of the results for each of the projects proposed in the plan. It is necessary to provide for the creation of conditions for their integration into the life processes of the Orsha region: support for the proposed technical solution and ensuring its uninterrupted operation; formation and adaptation of the regulatory legal framework, standards, technical
regulations, educational programs, personnel policy in terms of enhancing IT competencies; development of infrastructure facilities supporting the operation of "smart city" technologies.Financing Conditions:
The allocation of funds from the innovation fund of the Vitebsk Regional Executive Committee is carried out on a non-repayable basis and is made upon completion of the research work after the preparation and submission of the final cost estimate.
Competitive Selection Process:
During the open competitive selection process, the commission, when determining the winners, is guided by the criteria of the best quality of event execution and the lowest price, as well as possible economic, social, and other advantages of the events.
The commission's decision on the selection of the Event Winner is made by open voting by a majority of votes of the commission members present at the meeting and is formalized by the minutes of the commission meeting.
The results of the competitive selection are published on the official website of the Vitebsk Regional Executive Committee within 3 business days from the date of the decision on the selection of the Winner.
