An open regional competition of innovative projects (works, events) for funding from the regional executive committee's innovation fund in 2023 has been announced

The open competitive selection and departmental scientific and technical expertise of projects (works, measures) financed from the innovation fund of the Vitebsk Regional Executive Committee are carried out on the basis of the Instructions on the procedure for conducting and using the funds of the innovation fund of the Vitebsk Regional Executive Committee, approved by the decision of the Vitebsk Regional Council of Deputies of August 23, 2012 No. 203 (hereinafter referred to as the Instructions).

The funds of the innovation fund are used for:

implementation of innovative projects carried out within the framework of the state program of innovative development of the Republic of Belarus;

performance of research, experimental design and experimental technological works ensuring the creation of new products, new (improved) technologies, new services for the Republic of Belarus;

organization of activities and development of the material and technical base of innovation infrastructure entities, including for capital expenditures;

development of the material and technical base of industry laboratories, the approximate regulation of which is determined by the Council of Ministers of the Republic of Belarus, including for capital expenditures;

financing of research, experimental design and experimental technological works carried out within the framework of the implementation of innovative projects, works on the organization and development of production of scientific and technical products created as a result of the implementation of innovative projects and tasks of state scientific and technical programs, and providing state financial support for the implementation of innovative projects in the form of providing innovation vouchers and grants from funds allocated for these purposes to the Belarusian Innovation Fund;

conducting scientific and practical conferences, seminars, symposia, exhibitions of scientific and technical achievements, preparation and publication of scientific and technical and scientific and methodological literature.

Selection criteria for projects applying for funding from the innovation fund of the Vitebsk Regional Executive Committee:

1. technological organizationof a process ensuring an average level of added value per employee, similar to or exceeding the average level of added value per employee for the corresponding type of economic activity in the European Union;

2. export orientation of an innovative project (excess of exports over imports);

3. creation and implementation of new technologies and/or production of products new to the Republic of Belarus and/or the world economy.

Participants in the open competitive selection may be:

organizations whose property is in communal ownership, business entities whose shares (stakes in authorized funds) are in communal ownership;

scientific, design, and engineering organizations of the Republic of Belarus, regardless of their subordination;

organizations of the Republic of Belarus without departmental subordination;

other organizations of the Republic of Belarus that are payers of profit tax to local budgets in the Vitebsk region,

To participate in the open competitive selection, organizations applying for innovation fund resources must submit the following documents to the management bodies of the regional executive committee or to the city/district executive committees (at the location of the legal entity) by March 31, 2022:

an application for participation in the open competitive selection (specify the requested amount of funds from the innovation fund, justification for its allocation, intended use of funds, project (work, measure) implementation deadlines, implementation of domestic developments, economic and/or social effect from the project (work, measure) implementation);

a business plan for the project (for innovative projects);

a feasibility study for the work (for research, experimental design, and experimental technology work);

a business plan or business project (for innovation infrastructure entities);

justification of the needof the material and technical base development, including capital expenditures, with an attached list of necessary equipment (works, services), agreed with the interested state body (organization), a copy of the minutes of the meeting of the customer's scientific and technical council (expert or economic council) on the feasibility of implementing the measures (for sectoral laboratories);

a conclusion on the innovation project (project business plan), issued by the management body of the regional executive committee or city/district executive committee;

documents confirming the novelty of the technology and/or products for the Republic of Belarus and/or the world economy (for innovation projects);

other documents and materials related to the implementation of projects (works, measures).

The management bodies of the regional executive committees, city/district executive committees form consolidated applications for the use of funds from the innovation fund, compiled in accordance with the directions specified in paragraph 7 of the Instructions, and send them by April 10, 2022 to the committee of economy of the regional executive committee for consideration by the commission.

The open competitive selection and departmental scientific and technical expertise of projects (works, measures) is carried out by the commission established by the order of the chairman of the Vitebsk regional executive committee, dated October 26, 2021 No. 221r.
