The optimization of the prosecutor's office's activities in supervising the enforcement of legislation in military formations has proven its effectiveness
— The optimization of the prosecutor's offices has proven its effectiveness. Despite the fact that the workload has increased, the activity has become more coordinated. We have started to work more precisely, preliminarily monitoring and controlling the over 70 supervised facilities in the region that require more attention, — noted **Viktor Kolbun**, **Senior Prosecutor of the Department for Supervision of the Execution of Legislation in the Troops of the Regional Prosecutor's Office**.
Prosecutorial supervision, as before, is aimed at ensuring high military discipline and statutory law and order in the troops, combating corruption, creating safe service conditions that exclude the death and injury of military personnel, and violations of statutory rules of relations between them. The conscription campaign is always under special control of prosecutorial staff. And if some young people take this step with an understanding of the importance of their mission, with a desire to serve in elite units, and as a result, to get a good prospect of staying in service under contract, others try in every way to "dodge". Those who prefer the second option, as a rule, ignore such events, even hide. One such case occurred with the participation of a resident of Liozno. To avoid his constitutional duty, the guy provided the local military enlistment office with a knowingly false certificate stating that he was studying at one of the Moscow universities. The forgery was revealed by the regional prosecutor's office during special measures aimed at verifying the legality of conscription for military service.

the authenticity of the seal and signature on the document. Based on this, a request was sent to the educational institution, and it turned out that the guy had been expelled several years ago. And all this time he had been bringing a fake certificate to Belarus. In general, a sufficient amount of data has been collected, which indicates the commission of a crime. The draft dodger himself is currently hiding in Russia, so the criminal case against him has been suspended. He has been put on the wanted list, — noted the prosecutor.Following a series of similar inspections, which revealed similar shortcomings on the part of military commissariats, officials were brought to disciplinary responsibility. This measure of influence has strengthened control over conscripts, and, as a result, over the past two years, the number of individuals who stubbornly refuse to fulfill their duty to the motherland has decreased.
The inevitability of punishment also plays a role. The prosecutor's offices, with the aim of preventing offenses, initiate the holding of on-site court sessions in military units in the presence of personnel, two of which, by the way, have taken place this year. This visual "picture" of possible consequences allows for the education of military personnel in the spirit of the law, and also has its effect, especially when the convoy clicks handcuffs on the wrists of the guilty and leads them away, Viktor Kolbun noted. Thanks to the work carried out, the number of crimes in army collectives has decreased significantly. In particular, the number of non-statutory relations has significantly decreased. And, despite the fact that occasionally barracks hooligans still appear, they are not allowed to "unfold".
BY THE WAY
In 2015 and the current period of 2016, no cases of death of military personnel or infliction of grievous bodily harm were recorded in military units and formations of the Armed Forces. Isolated cases of minor injuries were recorded, which are related to non-compliance with safety regulations during the performance of certain tasks.
For 2 years, not a single case of bribery among military personnel has been registered. Most often, in the context of violations of anti-corruption legislation, figures includeerrors in conducting public procurement procedures, which, according to Viktor Kolbun, indicates insufficient legal erudition of the tender commission members.
The regional prosecutor's office does not intend to weaken supervision in the future. Specialists will continue to use a systematic approach to solving the most pressing issues within their area of responsibility — whether it be ensuring troop combat readiness, preserving the lives and health of military personnel, protecting their social rights, or supervising troop manning. Only in this way can the strengthening of legality in the troops be achieved.
