The prosecutor's offices of the Vitebsk region conducted a check on compliance with investment legislation

During the inspections, significant violations of legislation were revealed in the activities related to the conclusion and implementation of investment agreements, and ensuring control over their execution.

Thus, facts of improper organization of pre-investment activities, an ill-considered approach to concluding agreements without proper study of their implementation prospects were established, which in some cases led to the need to terminate investment projects (Vitebsk, Chashniksky and Tolochinsky districts).

Facts of the absence of proper control over the implementation of investment projects were revealed (Vitebsk city, Novopolotsk city, Braslavsky, Miorsky and other districts).

Investors did not always provide the Regional Executive Committee with properly executed documents for deciding on the termination of investment agreements. In some cases, in order to evade responsibility for improper fulfillment of the terms of the agreements, investors provided documents containing unreliable information about the commissioning of facilities. In this regard, the regional prosecutor's office sent instructions to the Internal Affairs Directorate of the Vitebsk Regional Executive Committee to conduct inspections in accordance with Article 174 of the Criminal Procedure Code of the Republic of Belarus.

In total, based on the results of the verification activities, the prosecutor's offices of the region submitted 14 supervisory acts to the chairmen of local executive and administrative bodies, as well as to the heads of investor organizations. The regional prosecutor's office submitted a generalized representation to the chairman of the Vitebsk Regional Executive Committee, which raised the issue of disciplinary responsibility of the guilty persons. Based on the results of the measures of prosecutorial response taken, 6 officials were brought to disciplinary responsibility, and a decision was agreed upon to replace the head of one of the organizations in the region.
