The prosecutor's offices of the Vitebsk region, together with the territorial units of the State Inspectorate for the Protection of Fauna and Flora under the President of the Republic of Belarus, have organized inspections of compliance by local executive committees and lessees with the rules of fishery management and fishing in the provision of fishing grounds for lease and use.
In doing so, shortcomings have been identified both in the activities of fishing ground lessees and in the organization of work by executive committees on fishery management issues.
In particular, in Braslavsky, Miorsky, Gluboksky, Gorodoksky and some other districts, there are cases of systematic non-compliance by lessees with fishing rules and lease agreement terms regarding the necessity of catching fish according to established quotas, which is one of the grounds for early termination of the lease agreement at the request of the executive committee. However, the termination of lease agreements with such lessees has not been initiated by the executive committees.
Lessees do not always fully fulfill their obligations to create favorable conditions for amateur fishing (Gluboksky, Miorsky, Polotsky, Braslavsky districts), to place signs with relevant information on the banks of fishing grounds (Gluboksky, Polotsky and other districts), to stock fishing grounds with fish (Miorsky, Postavsky districts), and to maintain their bank sections in proper sanitary condition (Miorsky, Braslavsky districts).
The violations cited indicate a lack of proper control by the executive committees over the lessees' compliance with the terms of lease agreements and fishing rules.
In most of the inspected regions, the requirements of the legislation on the protection and use of reserve fishing grounds are not met, which, according to the Rules of Fishery Management and Fishing, is entrusted to local executive and administrative bodies. Constant work to prevent, detect, and suppress cases of poaching is not organized, and measures to develop fish-breeding and biological justifications for stocking these fishing grounds at the expense of the budget have not been taken.
