The work carried out by all interested departments to combat corruption allows for the effective detection and suppression of corruption-related crimes
Thus, for the current period, 121 corruption crimes have been registered in the region. 59 individuals have been brought to justice for committing crimes of this category, including 2 representatives of authority and 3 officials holding responsible positions.
The structure of corruption crime continues to be dominated by cases of bribery (Art. 430-432) and embezzlement through abuse of official powers (Art. 210 of the Criminal Code): 42 and 44 crimes, respectively.
Court sentences have entered into legal force regarding the facts of receiving bribes by the deputy director of the educational institution "Vitebsk Training and Vocational Center for Training, Professional Development and Retraining of Personnel"; the senior state inspector of the Vitebsk regional department of industrial safety of the Ministry of Emergency Situations; the gamekeeper of the Postavy regional organization of the Belarusian Society of Hunters and Fishermen; a teacher of the joint organizational structure of DOSAAF; a teacher of economic disciplines at the Vitebsk State Industrial-Pedagogical College; doctors of the Novopolotsk Central Regional Hospital and Polyclinic No. 2 in Vitebsk.
Individual officials of the Vitebsk have been implicated in committing corruption crimes.
city executive committees, Glubokoye, Verkhnedvinsk district executive committees, as well as some controlling and supervisory bodies.By sectors and spheres of activity, the largest number of corruption offenses in the analyzed period was registered in the healthcare sector – 33 corruption offenses were accounted for, in construction – 12 offenses, in the agricultural production sector and in the sphere of service provision – 11 offenses of the analyzed category each.
Among the regions, the largest number of corruption offenses were registered in Vitebsk (39) and Novopolotsk (31).
The prosecutor's offices conducted 89 inspections on compliance with the requirements of anti-corruption legislation. Based on the results of supervisory activities, 85 submissions were made, 78 orders were issued, 31 protests were filed, and 130 official warnings were issued. At the request of prosecutors, 202 individuals were brought to disciplinary liability, including 2 dismissed from their positions, 55 to administrative liability, 18 to material liability, and 16 criminal cases were initiated.
The activity on preventing corruption manifestations in the procurement sphere has been significantly intensified. Thus, 42 inspections were carried out on these issues, 25 submissions were made, 50 orders were issued, 10 protests were filed, and 40 official warnings were issued. At the prosecutor's request, 82 individuals were brought to disciplinary liability, 14 to administrative liability, and 9 to material liability.
For example, the regional prosecutor's office conducted an inspection of the Vitebsk Regional Department of the Department for Supervision of Safe Industrial Operations of the Ministry of Emergency Situations of the Republic of Belarus, during which violations were revealed by public officials of the department of restrictions established by Article 17 of the Law of the Republic of Belarus "On Combating Corruption", improper completion of income and property declarations by obligated persons, and other violations indicating shortcomings in the work on preventing corruption among the department's employees. Following the inspection, a submission was made to the head of the department, and the issue of bringing the perpetrators to justice was raised.
