A field meeting of the regional prosecutor's office collegium was recently held to review the results of a comprehensive inspection of the work organization of the Beshenkovichi District Prosecutor's Office, and to hear the report of the District Prosecutor Shklyarevsky A.S., and other officials on the measures taken to strengthen legality and law and order.

The discussion showed that state authorities and public associations in this region have done a lot to implement the tasks arising from the requirements of the Laws of the Republic of Belarus "On the Fundamentals of Crime Prevention Activities", "On Local Government and Self-Government in the Republic of Belarus", and other regulatory legal acts.

Issues of strengthening public safety and discipline, and improving the effectiveness of preventive activities have been repeatedly considered at meetings of the district executive committee, sessions of the district council of deputies, operational meetings, and councils of the territorial public self-government bodies.

Many measures were carried out on the initiative of the district prosecutor's office.

The work done has made it possible to ensure a stable operational situation.

At the same time, the state of law and order requires continued active preventive work by all subjects of prevention in order to protect the life and health of citizens and the economic interests of the state. Moreover, certain criminological indicators cause concern.

In particular, 5 grave and especially grave crimes have been registered in the district, including one murder. The high crime rate per 10,000 population remains - 56.0, which is higher than the regional average.

The number of crimes committed by persons with a criminal record has also increased, with the proportion of such crimes reaching 38.7%. It should be noted that more than 80% of these individuals were unemployed and abused alcohol, which ultimately predetermined the commission of repeat offenses.

In this regard, the Prosecutor General of the region Dysko G.I. drew the attention of the district prosecutor, the head of the Department of Internal Affairs, and the chairman of the supervisory board

commissions of the district executive committee, and other prevention entities on the need to improve work on preventing recidivist crime, active use of all legal means related to social adaptation and employment of citizens returning from correctional institutions.

The activities of prevention entities to prevent crimes against life and health of citizens need to be improved.

Over the last 5 years, 7 murders and 10 grievous bodily injuries have been committed in the Beshenkovichi district.

Materials of criminal cases indicate that murders and other crimes against individuals are typically committed on a domestic basis after drinking alcoholic beverages, and many of them occur against the background of unprofessional actions by officials of prevention entities, in the absence of proper interaction between internal affairs bodies, rural executive committees, healthcare, social protection, and education institutions.

Considering the indicated circumstances, it is necessary to constantly improve the work of public law and order protection points, timely identify problematic citizens who abuse alcoholic beverages, are prone to violent actions, and engage in their prevention: treat them for drunkenness, make them work, and control their behavior at home. Those who do not respond to preventive measures should be promptly sent for alcoholism treatment to LTP or, if there are grounds, brought to criminal responsibility under Art. 153, 154, 186 of the Criminal Code of the Republic of Belarus.

The meeting of the collegium emphasized that employees of the prosecutor's office, the executive committee, the police, village elders, and deputies need to pay special attention to ensuring the safety of lonely elderly citizens living in rural areas. They should not feel like forgotten, defenseless people, especially in those settlements where individuals prone to exploiting their helpless state for their own selfish purposes live nearby. Any attempts to extort moneyor theft of property must be suppressed immediately. Criminal cases of this category should be considered publicly in court hearings, so that everyone knows about the strict responsibility for such crimes.

Also, the issues of preventing deaths from fires, drownings, and road traffic accidents should be in focus.

In particular, this year the situation on the district roads has significantly worsened: the number of road traffic accidents has more than doubled, and the number of deaths and injuries has increased. Two accidents were committed by drivers who were intoxicated.

In the current situation, the traffic police leadership has been instructed to tighten control over road traffic discipline, to increase the demands not only on road users but also on the heads of organizations that own vehicles. To react in the most principled way to cases of driving vehicles while intoxicated.

Currently, issues of property and financial security have acquired particular relevance.

Over the past few years, the district prosecutor's office has repeatedly pointed out to the heads of agricultural enterprises, as well as to the leadership of the executive committee, violations of legislation on property security during sowing campaigns, harvesting of new crops, and during the storage of equipment after agricultural work, which was stated in the submissions to the chairman of the district executive committee, the heads of CJSC "ASB Agro-Novator", SE "Politotdel-Agro" and other farms.

The vicious practice of dismantling new agricultural machinery should also be put to an end, and the instruction of the Head of State on the revival in each district of "rayagroservice" enterprises with their former functions aimed at the prompt and high-quality execution of orders from agro-industrial complex organizations for equipment repair and spare parts supply should be fulfilled.

The Department of Agriculture and Food of the District Executive Committee has been required to organize strict control over compliance with the technology of maintenance and storageagricultural machinery. Exclude instances of mismanagement and inefficient use of material assets.

The executive committee's performance in handling appeals from citizens and legal entities needs improvement.

Overall, the comprehensive inspection revealed that all state bodies of the district must continue active work on implementing program tasks arising from the Directives of the President of the Republic of Belarus and other regulatory legal acts, and fully utilize their granted powers to strengthen legality and law and order.
