Interruptions in heating and salary payments. What issues did the region's residents raise during the "direct line" with Vladimir Penin?
Residents of the districts predominantly contacted the Deputy Chairman of the Regional Executive Committee, Vladimir Penin, with their problems during the "direct line" session.

Out of a dozen calls received last Saturday, only three were from Vitebsk residents. Moreover, two of them were from residents of the same entrance on Karl Marx Street. The citizens were alarmed by heating problems.
The apartments of Tatyana Nikolaevna and Alexey Pavlovich are located at the end of the building, and the residents complained that since the beginning of February, the radiators in one of the rooms have been periodically becoming completely cold.
To resolve the issue, people call the emergency crew using number 115, after which the heating temporarily normalizes, and then the problem returns again. For example, last week the radiators cooled down on both Wednesday and Friday.
— And I have a person with a Group I disability in this bedroom. To make it warmer, I use a heater, but this is not the right way to do things, — Tatyana Nikolaevna complained.
It would have been possible to immediately send a commission to Karl Marx Street to study the situation, however, at the time of Vladimir Penin's contact, all radiators, according to the building residents, were warm. Therefore, there was no point in immediately going to the site, but the housing and communal services department has been instructed to find out the cause of the problem.
A complaint was received from the Gorodok district about weak water pressure in one of the village houses, while the neighboring properties had no water supply issues. The district authorities will deal with the situation – as it turned out, the woman had not contacted them before.
Tamara Pavlovna from Beshenkovichi has claims against a private entrepreneur who built a store on the adjacent plot. Sergey Mikhailovich from Orsha has claims against local doctors who made an incorrect diagnosis, due to which the man had to travel to the Vitebsk Regional Diagnostic Center and undergo additional paid examinations.
Viktor Stanislavovich from Senno is dissatisfied with the work of the housing and communal services: as he said, snow is cleared in the city sluggishly, and garbage is collected with delays.
A female employee of the Smolyansky State Agrarian College in the Orsha district cannot find common ground with the director of the educational institution: Elena Vladimirovna, a Group III disabled person, was transferred to another position after sick leave and her work schedule was changed, which the woman disagrees with.
According to her, her working conditions have worsened, which has exacerbated her health problems.
Sergey Alexandrovich from Orsha has a room in his apartment that freezes and becomes covered with mold due to errors made during the construction of the house. The room has become uninhabitable over several years, and the temperature in freezing weather does not rise above 16 degrees Celsius.
According to the owner, an expert examination confirmed the fault of the builders, but they did not bother to insulate the walls. And since the warranty period for the house has expired, the man is being asked to fix the defects at his own expense, which he categorically disagrees with.
Veronika Antonovna, a resident of the agro-town of Mezhevo in the Orsha district, also spoke about a serious problem, and even more than one. Firstly, she has not yet received her salary for December. Since her husband works in the same organization and also remained without money, the family found themselves in a difficult situation: they cannot pay utility bills or buy groceries. They have to ask for credit at the store.
Secondly, the bank threatens to seize the family's property for non-payment of the loan and interest on it. However, according to the woman, money for transfer to the bank was regularly deducted from her salary, according to a court order. It's just that for some reason, these funds were not transferred to the required account afterwards...
Heads of relevant sectors and regions will have to thoroughly examine all complaints received by Vladimir Penin in the near future to make informed decisions. It should be noted that most of the citizens who called could have directly contacted the specific departments, district executive committees, or administrations that are responsible for resolving certain issues. However, as the "hotline" showed, people often prefer to seek help directly from the regional authorities, bypassing intermediate instances – perhaps they believe that this way they have a better chance of achieving the desired result quickly.
