The results of the work for the half-year have been summarized

A meeting of the collegium of the Vitebsk Regional Prosecutor's Office was held, which summarized the results of the work of the prosecutor's offices in the first half of 2019 and defined tasks for the near future.

The collegium noted that the prosecutor's offices of the region in the first half of the current year have done a significant amount of work to ensure legality and law and order, protect the legitimate rights and freedoms of citizens, and state interests.

As a result of the coordinated efforts of all state structures in the fight against crime and corruption, a stable crime situation has been maintained in the region.

The slight increase in the number of registered crimes in the region (from 4883 to 4989, or by 2.2%) is largely due to the intensified work of law enforcement agencies in identifying crimes in the economic and high-tech spheres.

The crime rate per 10,000 population in the region was 42.4, which is lower than the national average (47.2).

6.5% fewer crimes were registered in the criminal investigation line, the number of serious and particularly serious crimes decreased by 3.3%, and the number of hooliganism offenses decreased by 26.8%, and thefts by 6.8%.

The number of crimes committed in public places decreased (from 893 to 837), as well as by persons with a criminal record (from 1339 to 1305).

At the same time, in a number of regions of the oblast, the operational situation has worsened.

An increase in crime is noted in 14 regions of the oblast, most significant in Shumilinsky, Braslavsky, Rossonksy, and Dubrovensky districts.

The highest crime rate per 10,000 population was registered in Shumilinsky, Dubrovensky, Vitebsky, Senno, Tolochinsky, Ushachsky, Rossonksy, Verkhnedvinsky, Chashniksky, and Miorsky districts.

The main problematic issues in the state of crime in the region remain the prevention of crimes against life (the number of murders with attempts increased by 18.2% in the region), mercenary crimes (the number of registered extortion cases increased by 200.0%, robberies by 15.3%,

(19.5%), as well as overcoming drunkenness and alcoholism (1018 (735; +38.5%) crimes were committed while intoxicated, or 28.2% of all crimes).

The collegium noted that not all local prosecutors effectively use their powers to strengthen legality and combat crime.

Not all prosecutors effectively supervise the enforcement of crime prevention legislation, and the causes of the increase in certain categories of crimes are not always timely analyzed.

The problem of preventing drunkenness and alcoholism is not given due attention everywhere. Despite the fact that a significant number of offenses are committed by citizens while intoxicated, some prosecutors did not conduct inspections of the enforcement of anti-drunkenness legislation this year.

The effectiveness of work on preventing new crimes by persons with a criminal record needs to be improved.

The collegium paid great attention to the issues of prosecutors' supervision of citizens' rights and freedoms.

The problem of people dying, especially children, from external factors remains relevant for the region, which was also brought to the attention of prosecutors.

This year, 35 (26) people died in water, including 3 (1) children, with 16 people being intoxicated.

As a result of alcohol poisoning, 141 (111) people died in the region, and there were industrial accidents (12 (11) people died, 35 (39) people received serious injuries). Facts of industrial injuries were registered in Gluboksky, Dokshitsky, Lepelsky, Lioznensky, Polotsky, Postavsky, Tolochinsky, Shumilinsky, Orshansky districts, the city of Novopolotsk, the city of Vitebsk.

Based on the results of the discussion, the collegium of the regional prosecutor's office adopted a corresponding decision, which outlines specific measures aimed at improving the effectiveness of prosecutorial supervision.
